Güvenlik güçlerinin sosyal medyadaki varlıklarını ve sosyal medya performanslarını sorunsallaştıran bu çalışmada, Türkiye’de 2014 yılı içerisinde en az 1 tweet atmış olan resmi il emniyet müdürlüğü Twitter hesaplarının bir yıl süresince attıkları tüm tweetler (28 il emniyet müdürlüğü, 6371 tweet) içerik analizine tabi tutulmuştur. Farklı ülkelerdeki emniyet güçlerinin sosyal medya kullanımını da karşılaştırmalı bir çerçevede ele alan çalışma, polisin ve zapt etmenin siyasal ve toplumsal işlevlerini analitik ve kuramsal bir perspektiften ele almaktadır. Çalışma polisin sosyal medya kullanımının bir yandan sosyal medyanın kontrol ve denetim sürecinin bir parçası olduğunu vurgulamaktadır. Diğer yandan polisin sosyal medya kullanımı Toplum Destekli Polislik olgusunun bir parçası ve uzantısı olarak düşünülmelidir. Sosyal medyada paylaşılan mesajların niteliği, polisin toplumsal hayatın yeniden örgütlenmesi, toplumsal dayanışma örüntüleri ve rollerin yeniden üretilmesinde kendine biçtiği müdahaleci rolü teyit eder niteliktedir.
This article discusses the presence and performance of security forces in the social media in Turkey through the content analysis of the tweets sent by city police headquarters’ official Twitter accounts in 2014 which have tweeted at least once (28 city police headquarters, 6371 tweets). Comparing and contrasting the social media uses of police forces in different countries, this article examines the political and social functions of policing from an analytical and theoretical perspective. It underlines the fact that the social media use of police is a part of the control function of social media. On the other hand, social media use of police is a part of the phenomenon of Community Policing. The characteristics of the tweets reinforces the selfascribed interventionist role of the police in the reproduction and reorganization of social life, solidarity relations and roles.
