Abstract:

The aim of this study is to examine the reign of Abdulhamid II who is known with his modern applications and also to show the historical background of some of his institutions which are still existent. With the idea that the planning of new social policies requires the examination of the historical change and evolution of older policies, social policy applications during the reign of Sultan Abdulhamid II are studied. Abdulhamid II has a special place in the area of social policy resulting from his desire to combine modern and traditional applications. The reign of Abdulhamid II will be examined for its approach to social policy and its institutions as well as to see the reflections of the changing social structure on the social policies.
