Due to the economic evaluations analysis, the information is provided to health policy-makers in decision making processes and emerges the literature that giving advice and arranging to put their decision on a scientific basis. In this study, it aims to examine the breast cancer that having a large share of health spending and the most common type of cancer in women in the context of economic evaluation in terms of Social Security Administration (SSI) which is also working as a reimbursement institution. In the study firstly, the data of all examinations, treatments and drug expenditures of persons who got C50 (Breast Malignant Neoplasm) diagnosis between January 2009 and December 2013 based on ICD-10 code (The International Classification of Diseases) are obtained from SSI data warehouse and descriptive statistics related to these persons are obtained from data mining methods. In addition, with the help of the Markov model, which was established by using the quality adjusted life years (QALY) values obtained by applying the EQ-5D-5L questionnaire on female patients with breast cancer surgery between February 2014 and July 2014 at the Dr. Abdurrahman Yurtaslan Ankara Oncology Training and Research Hospital, breast conserving surgery and mastectomy operations used in the treatment of early stage breast cancer disease were compared in terms of cost effectiveness. As a result of cost-effectiveness analysis, mastectomy surgery was found to be not cost effective compared to breast conserving surgery.
