1990 sonrası uluslararası sistemde önemli değişimleri barındıran yeni bir dönem başlamış; bu yeni dönemde ortaya çıkan bölgesel krizlere yönelik devlet politikaları uluslararası sistemdeki yeni güç dengesi içinde oluşturulmuştur. Bu bağlamda Türkiye’nin 1990 sonrasında oluşan krizlere yönelik dış politika yapım süreci bahsedilen sistemsel değişiklikten etkilenmiş; birtakım yerel faktörler ve karar alıcı/lider faktörü de bu dönemde Türk dış politika kararlarını etkilemiştir. Bu çalışma Türkiye’nin 1990’lı yıllarda gerçekleşen Kosova ve Bosna krizlerine yönelik dış politikasını karşılaştırmalı bir biçimde ele almaktadır. Bu çalışmada hem ulusal hem bölgesel hem sistemsel düzeydeki değişkenleri hem de insan faktörünü analize dahil ederek sağlıklı bir sonuç sunan neo-klasik realist dış politika inceleme yöntemi tercih edilmiştir.
After 1990, a new period of significant changes in the international system has begun; the government’s policies to address regional crises emerging in this new period have been formed in the new balance of power in the international system. In this context, the outer policy process for the crises that occurred in Turkey after 1990 has been affected by the systemic change mentioned; a number of local factors and decision-makers/leader factors have also influenced the outer policy decisions of Turkey during this period. This study compares the foreign policy of Turkey towards the Kosovo and Bosnia crises in the 1990s. In this study, a neo-classic realistic foreign policy study method was preferred, which provides a healthy result by including the analysis of variables at both national and regional and systemic levels and the human factor.
