Abstract:

As a fact of the economy, scarcity of resources requires resource allocation decisions as well as effective use of available resources. In this respect in recent years, oral and dental health services is insufficient to meet the current demands of the offering institution in Turkey has resulted in the allocation of resources to increase the quantity of these institutions. In this context, it is possible to provide benefits by evaluating to what extent the available resources are used effectively in the short term, as well as the benefit to be provided through the allocation of new resources in the long term. From this point of view, the efficacy of oral and dental health centers (ADSM) and oral and dental health hospitals (ADSH) affiliated to the Ministry of Health in Ankara, Istanbul and Izmir provinces were evaluated. In this study Data Envelopment Analysis (DEA), a non-parametric method, was used to evaluate the efficiency of healthcare facilities. In this analysis, number of dental units, number of total dentists and number of other health care personnel were chosen as input variables and number of outpatients (examination), number of tooth extractions, number of surgical operations, total number of channel (endodontic) and filler (conservative) treatments and number of total prosthesis were chosen as output variables. As a result of the analysis made under assumptions of constant return to scale and variable return to scale, of 36 health facilities, 23 (63.9%) were found technical efficient, 13 (36.1%) were total efficient and 14 (38.9) were scale efficient. In the analysis, the mean technical efficacy score of the health facilities (0.937) was found to be quite high and reference groups were determined and effectiveness targets were established in order to ensure inefficient health facilities were effective.
