Bu çalışmada, OECD ülkelerinde sosyal harcamaların arz ve talep yönlü belirleyicileri 1990-2014 yılları için panel veri analizi kullanılarak araştırılmıştır. Sosyal harcamaların talep yönlü belirleyicileri, toplumun istek ve ihtiyaçlarında değişikliğe yol açarak politikacıların sosyal harcama düzeylerini değiştirmelerine neden olurken; sosyal harcamaların arz yönlü belirleyicileri ise, politikacıların kendi faydalarını maksimize etmek için sosyal harcamaların düzeyini belirledikleri görüşü çerçevesinde şekillenmektedir. Çalışmada, OECD ülkelerinde, sosyal harcamalar üzerinde, talep yönlü faktörlerin daha etkili olduğu, bu çerçevede özellikle yaşlı nüfus ve işsizlik artışının sosyal harcama artışı ile sonuçlandığı bulgusuna ulaşılmıştır. Çalışmanın bulguları sosyal harcamaların arz yönlü belirleyicileri açısından değerlendirildiğinde ise, etkisi talep yönlü belirleyicilere göre daha düşük olmakla birlikte, mali illüzyon ve açık illüzyonunun sosyal harcama seviyesini açıklamada anlamlı olduğu sonucuna ulaşılmıştır.
In this study, the supply and demand-oriented determiners of social spending in OECD countries were studied using panel data analysis for the 1990-2014 years. The demand-oriented determiners of social expenditure lead to a change in the needs and desires of society, whereas the social expenditure-oriented determiners are formed in the framework of the view that politicians determine the level of social expenditure to maximize their own benefits. The study found that in the OECD countries, social expenditure is more effective by demand-oriented factors, in this context, especially the increase in elderly population and unemployment resulted in the increase in social expenditure. When the findings of the study were evaluated from the point of view of the supply-oriented determinants of social expenditure, the effect was lower than the demand-oriented determinants, but the conclusion was that financial illusion and open illusion were meaningful in the explanation of the level of social expenditure.
