Abstract:

Unexperienced institutions and countries in technology investment face with many unpredictable problems that emerge after the integration of information systems in business processes. Today, criticisms concentrated on information systems as these systems damage information privacy and confidentiality and fail at ensuring security of information resources. Although e-Pulse system was intended to help to reduce mentioned information asymmetry in the health care sector, still discussions continue that it may be the fundemental reason some patient rights violations in our country. The implementation of the E-pulse information management system is very important as it allows physicians and patients to access health data within a system. Providing remarkable progress in all sectors as long as used effectively, it is critical that information systems must be evaluated in terms of exposed criticisms and necessary improvements must be put into practice rapidly. This study investigates Electronic Pulse (E-Pulse) system yet activated in Turkey on the manner of management information system, patient privacy and personality rights and make suggestions to improve the application and overcome deficiencies.
