Bu çalışmanın amacı eğitim diplomasisine ilişkin kavramsal bir çevrede oluşturmaktır. Bu amaç doğrultusunda eğitim diplomasi ilişkin literatür taraması yapılmıştır. Kamu diplomasisi ile eğitim diplomasi arasındaki ilişki kurulmuş; kamu diplomasisi ve eğitim diplomasisi tanımlanmıştır. Eğitim diplomasinin güç kaynakları, aktörleri ve bileşenleri tanımlanmıştır. Eğitim diplomasinin şekillenmesinde rol oynayan etmenler belirlenmiştir. Ayrıca Türkiye bağlamında eğitim diplomasinin uygulama araçları belirlenmiştir. Sonuç olarak eğitim diplomasi yeni bir kavramdır. Eğitim diplomasi eğitim faaliyetleri aracılığı ile farklı kültürdeki ülke vatandaşları ile iletişim sağlamayı amaçlamaktadır. Hem yerel hem bölgesel hem de küresel düzeyde mevcut eğitim sorunları sektörler arası işbirliği ve diplomatik girişimlere ile çözülebilir. Bu bağlamda eğitim diplomasisi özellikle yükseköğretim ve yaygın eğitim sorunlarının çözümü için bir imkân olarak değerlendirebilir.
The aim of this study is to create a conceptual environment related to education diplomacy. For this purpose, the literary examination of education diplomacy was carried out. The relationship between public diplomacy and educational diplomacy is established; public diplomacy and educational diplomacy are defined. The power sources, actors and components of education diplomacy are defined. The factors that play a role in the formation of education diplomacy are determined. In addition, the methods of education diplomacy in the context of Turkey have been determined. As a result, education diplomacy is a new concept. Education diplomacy aims to communicate with citizens of different cultures through educational activities. Current educational problems at both local and regional and global levels can be solved through inter-sectoral cooperation and diplomatic initiatives. In this context, education diplomacy can be considered as an opportunity for solving higher education and widespread education problems.
