Abstract:

The world's climate changes depending on human activities as well as natural process and there is sufficient scientific evidence to demonstrate this change. In the 1.5°C Global Warming Special Report of the Intergovernmental Panel on Climate Change (IPCC), it is stated that our planet has warmed by 1°C compared to the pre-industrial period because of human and human activities. Half of the world's population lives in cities and demographic indicators show that urbanization will continue to increase for many years. As urban areas are the areas most affected by climate change, they should be resilient and adaptable to climate change. For this reason, local governments also have serious responsibilities. In order to determine the role and importance of city councils in collaborative governance for adaptation to climate change, negotiations were held at the City Council of Etimesgut Municipality. Besides the interviews, secondary data and document analysis technique were also used. The issue of combating climate change and adapting to the negative effects of climate change is possible with the involvement of a wide range of stakeholders in the process. In this research, it has been concluded that city councils are an important stakeholder that should take a leading place in the fight against climate change due to the fact that they are structures where participation and governance are at a high level.
