Abstract:

Health services are one of the important service areas of the public sector in all countries with their public nature and externalities. In order to improve health status indicators, which express the general health status of the individual and the society, it is important to transfer more resources to the health sector and to use existing resources with the right priorities and preferences. Public health expenditures include expenditures for all kinds of procedures carried out within the scope of health services financed by the public sector. Health expenditures play an important role in building a physically and psychologically healthy social structure. Providing new technologies in health, improving drug and treatment conditions, increasing the quality of health services, and increasing health-related research and development activities will be achieved through the correct use of health expenditures. In this regard, the analysis of the current situation regarding Turkey's health indicators was the main motivation for creating this study. By discussing health and health-related concepts, the study aims to reveal the change in public health expenditures in Turkey and selected OECD countries over the years. The general view of public health expenditures in Turkey and selected OECD countries has been revealed through descriptive evaluations, and it has been concluded that public health expenditures in Turkey are at a very low level, especially compared to developed countries.
