Gelişen ve değişen dünya düzeni ile birlikte refah devletinin ortaya çıkmasıyla devletin sosyal konularda üstlendiği görevler çeşitlilik kazanmış ve toplumda yarattığı etkileri açısından değişim göstermiştir. Günümüz refah devletinin bir sonucu olarak, sosyal adaletin hayata geçirilmesinde sosyal harcamalar önemli bir işlev görmüş ve devlet sosyal adaleti sağlamada sorumlu tutulmuştur. Devletten beklenen sosyal hizmetlerin artmasıyla birlikte, ek güvenceler, dezavantajlı gruba ve yoksullara yönelik olarak yapılan yardımlar, işsizlik tazminatı gibi sosyal amaçlı transfer harcamalarında da gözle görülür bir artış yaşanmıştır. Yaşanan bu zaman diliminde sosyal harcamaların GSYİH’daki payı giderek artmış ve sosyal amaçlı harcamaların normal kamu geliriyle karşılanamaması, vergi gelirlerinin yeterli olmaması durumunda, bu tür harcamaların finansmanı sorun olarak ortaya çıkmıştır. Çalışmada sosyal devlet bağlamında 2010-2019 yılları arasında bütçe harcamaları veri analizi yapılmış ve bütçe harcamaları içerisinde sosyal harcamaların iç ve dış borçlanma üzerinde etkisi korelasyon yöntemi ile analiz edilmiş ve pozitif yönde ilişki tespit edildikten sonra hane halkına yapılan sosyal transfer harcamalar ve sosyal transfer harcamalar toplamı ile iç borç ve dış borç toplamına etkisi regresyon yöntemi ile analiz edilerek sonuçları değerlendirilmiştir. 2010-2019 yılları arasında bütçe harcamaları verileri Hazine ve Maliye Bakanlığının web sitesinden alınarak veri seti oluşturulmuştur. Sosyal harcamalarda ortaya çıkan bir artışın kamu borçlanmasını da arttırdığı sonucuna ulaşılmıştır.
With the emergence of the welfare state along with the evolving and changing world order, the duties of the state on social issues have varied and changed in terms of their impact on society. As a result of today's welfare state, social expenditures have played an important role in the realization of social justice and the state has been held accountable for providing responsible.With the increase in social services expected from the state, there has been a noticeable increase in social transfer spending, such as additional guarantees, benefits for the disadvantaged group and the poor and unemployment benefits.In this period of time, the share of social expenditures in GDP has gradually increased and if the social expenditures cannot be covered by normal public income and tax revenues are not sufficient, financing of such expenditures has emerged as a problem.In the study budget expenditures data analysis has been made between 2010-2019 and the effect of social expenditures on domestic and external borrowing within budget expenditures is analyzed with the correlation method and after determining a positive relationship, the total of social transfer expenditures and social transfer expenditures to households and domestic debt and Its effect on the total external dept was analyzed with the regression method and its result were wvaluated the data set was created by taking the budget expenditures data between 2010 and 2019 from the website of the Ministry of Treasury and Finance.. It was concluded than an increase in social expenditure also increased public dept.
