ÇOCUK SAĞLIĞININ ATATÜRK DÖNEMİ SİYASETİNDEKİ VE MECLİS GÜNDEMİNDEKİ YERİ

Abstract:

Türkiye Büyük Millet Meclisi açıldığından itibaren milletin ahvali sıhhiyesini millete verdikleri bir söz olarak gören milletvekilleri sağlık konusunu ele almışlar ve vatan evlatlarını yaşatmak için politik anlamda atılması gereken her adımı atmaya çalışmışlardır. Nüfusun arttırılması açısından yeni doğumların meydana getirilmesi ve bunun da öncesinde mevcut çocuk sağlığının korunması dönemin sağlık bakanlığının da önem verdiği bir konu olmuştur. Bir çocuğun iyi yetişmesi için beslenmesi ve süt içmesinin gerekliliği, hastalıklar karşısında dağıtılan kinin, ararot gibi dönemin iyileştirici olduğu düşünülen ilaçları, bu bağlamda hekim yetiştirmenin önemi, alınacak vergilerin özellikle bu yönde kullanılmasının tavsiyelerini tutanaklarda görmekteyiz. Özellikle köylerde yaşayan çocuklara ne derece sağlık ulaştırıldığının, sahip olunan teknikle ve malzemeyle ne kadar fayda sağlanacağının görüldüğü ve sonunda kanunlarla sabitlendiği önemli bir süreç olan Atatürk döneminde en az askeri yatırımların önemi kadar sağlık yatırımları da önem kazanmıştır. Çocuk yetiştirirken anne ve babalara yönelik eğitici ve bilgilendirici kitapçıklar dağıtılması yine vekillerin önerileri arasındadır. Sağlık Bakanlığı’nın, yetişkinlerden ayrı olarak değerlendirebileceğimiz çocuk hıfzıssıhhasını kapsayan Umumi Hıfzıssıhha Kanunu ile çocuk sağlığı konusunda etkili çalışmaları olmuştur. Aşı kanunu ile beraber, gıdalar, ilaçlar ile çocukları alkol ve uyuşturucudan uzak tutma çabaları mecliste vekillerce uzun görüşmelere sebep olmuştur.

Abstract:

Turkey tried to take every step to be taken in the political sense to perpetuate the Grand National Assembly deputies saw the nation's circumstances of sanitation as a promise they gave to the nation since it opened have addressed the health issues and homeland sons. The creation of new births in order to increase the population, and the protection of the existing child health before that, was also a matter that the ministry of health of the period also gave importance. We see the necessity of feeding and drinking milk for a child to grow well, the medicines that are thought to be curative, such as quinine, arrowroot, and the importance of educating physicians in this context, and the recommendations of using the taxes to be taken in this direction. Health care has gained importance as much as the importance of military investments in the Atatürk’s era, which is an important process in which the amount of health care is provided to children living in villages, and how much benefit will be provided with the techniques and materials owned and finally fixed by law. It is also among the suggestions of the attorneys to distribute educational and informative booklets for parents while raising children. The Ministry of Health has had effective studies regarding child health with Public Health Law, which covered child hygiene, which we can be evaluated separately from adults. With the vaccination law, all efforts to keep children, food and medicine away from alcohol and drugs have led to long negotiations at the deputies in the parliament.
