Bu çalışmada esas itibarıyla, BM insan hakları mekanizmaları ve belgelerinde düşünce ve ifade özgürlüğü konusu ele alınarak incelenmiştir. Bu çerçevede, konuya ilişkin BM perspektifi dile getirilmeden önce çok sayıda BM kuruluşuna ev sahipliği yapan BM Cenevre Ofisi hakkında kısa bilgi sunulmuştur. Daha sonra konunun kapsamı ve sınırlılıkları içinde kavramsal ve kurumsal çerçevenin ortaya konulması bakımından BM İnsan Hakları Yüksek Komiserliği Ofisi ve Cenevre’deki diğer insan hakları mekanizmaları kısaca ele alınmıştır. Çalışmanın geri kalan bölümünde ise düşünce ve ifade özgürlüğü bağlamında BM insan hakları belgeleri ve Medeni ve Siyasi Haklar Sözleşmesi incelenmiştir.
In this study, it was mainly examined by the issue of freedom of thought and expression in the United Nations Human Rights Mechanisms and Documents. In this framework, a brief information was provided about the UN Office in Geneva, which hosts numerous UN organisations before the UN’s perspective on the issue was expressed. Later, in terms of the scope and limitations of the issue, the conceptual and institutional framework was briefly discussed by the Office of the United Nations High Commissioner for Human Rights and other human rights mechanisms in Geneva. The rest of the study, in the context of freedom of thought and expression, examined the United Nations Human Rights Documents and the Convention on Civil and Political Rights.
