Osmanlı Devleti’nin kuruluş yıllarından başlayarak kayıt işlemlerine büyük ehemmiyet verdiği bilinmektedir. Devlet bünyesinde gerçekleşmiş her işlem kayıt altına alınmıştır. Bu kayıt işlemlerinin Devlet’in genişlemesine paralel olarak geniş bir alana yayılması Osmanlı Devleti’nde muhtelif muhtevaya sahip defterlerin veyahut dokümanların ortaya çıkmasını elzem kılmıştır. Bu söz konusu defterlerden biri de, muhtevasında çeşitli mevzular hakkında eyaletlere gönderilmiş hükümlerin olduğu ve 1649 yılında Şikâyet Defterlerinin artan şikâyet karşısında yeterli olmamasından mütevellit 1742 yılında küçük bir revizyona uğratılarak oluşturulmuş olan Ahkâm Defterleri veyahut Eyâlet Ahkâm Defterleri isimli defterlerdir. Bahsi geçen defterlerden Maraş’a ait ise altı adet defter bulunmaktadır. Bu defterlerde halkın veyahut yerel yöneticilerin muhtelif konularda şikâyette bulundukları hükümler yer almaktadır. Bu söz konusu çalışmada ise II Numaralı Maraş Ahkâm Defterinde şikâyette bulunanlar arasından Osmanlı Kadınlarının şikâyetleri üzerine bir değerlendirme yapılmıştır. Hükümler Alacak-Verecek, Miras, Darp-Cinâyet ve Nafaka tasnifi ile değerlendirilmiş ve bu hükümlere bağlı olarak akademik etik kaygılar ön planda tutularak çıkarımlar elde edilmiştir. İncelenmiş olan Kadın muhtevalı şikâyet hükümleri II Numaralı Maraş Ahkâm Defteri’nde 1765-1775 yıllarını ve 1-212 sayfa aralığını kapsamaktadır. Bu hükümler ise Maraş’a gönderilen hükümlerdir.
It is known that the Ottoman State gave great importance to the registration procedures starting from the foundation years. Every transaction that takes place within the state has been recorded. The spread of these records in a wide area parallel to the expansion of the State has made it unnecessary for the Ottoman State to produce records or documents with various contents. These are the so-called Verdicts Register (Ahkâm Defterleri) or State Verdicts Register (Eyâlet Ahkâm Defterleri) records which were created by a small revision in 1742 due to the fact that the provisions sent to the provinces about various positions were not sufficient in the face of increasing complaints of the Complaint records in 1649. If the bet belongs to Marash in the records; There are six registers. These records contain provisions that people or local administrators complain about on various issues. This is the study in question; An evaluation was made on the complaints of Ottoman Women among those who complained in Marash Verdicts Register (Maraş Ahkâm Defteri) of Number II. The provisions were evaluated with the Claim or Debt, Inheritance, Assault-Felony and Subsistence classification, and conclusions were obtained by keeping the academic ethical concerns on the front line in accordance with these provisions. The examined women complaint provisions cover the years (1765-1775) and 1-212 pages in the Marash Verdicts Register (Maraş Ahkâm Defteri) of number II. These provisions are; They are the sentences to Marash.
