Güvenlikli site olgusu özellikle 1980’li yıllarda tüm dünyada görülen neoliberal politikaların bir yansıması olarak başta ABD ve Avrupa’da daha sonra ise farklı dönemlerde dünyanın farklı ülkelerinde ortaya çıkmıştır. Türkiye örneğinde güvenlikli siteler, benzer şekilde neoliberal politikaların gündeme geldiği 1980’li yılların sonunda özellikle İstanbul ve Ankara gibi metropollerin çeperlerinde görülmeye başlamış, 1990 sonrasında dikkat çekici bir boyut kazanmış ve hemen hemen her kentte görülen bir yerleşim tipi halini almıştır. Eskişehir’de güvenlikli site olgusu son 10 yılı aşkın bir süredir kentsel mekânda, özellikle de konut alanında yaşanan dönüşüm doğrultusunda ortaya çıkmaktadır. Bu çalışmada, Türkiye’de gelişim dinamikleri doğrultusunda, Eskişehir’de güvenlikli sitelerin ortaya çıkışı, genel özellikleri, tercih nedenleri, tercih edenlerin sosyo-kültürel profillerini irdelemek ve bu doğrultuda özel güvenlik görevlilerinin konumunu ortaya koymak amaçlanmaktadır. Bu doğrultuda Temmuz-Ağustos 2018 tarihleri arasında Eskişehir’de özel güvenlikli sitede yaşayan ve özel güvenlikli olmayan yerleşim alanlarında yaşayan 12 kişi ile derinlemesine görüşmeler yapılmıştır. Katılımcıların beyanları ile elde edilen veriler doğrultusunda katılımcıların güvenlikli siteyi tercih etme nedenleri, güvenlik ve özel güvenlik algıları ortaya konmuş, söz konusu yerleşim alanları konum, genel tasarım özellikleri, sosyal donatılar, güvenlik gibi parametreler çerçevesinde irdelenmiştir.
The phenomenon of gated communities emerged especially in the USA and Europe, and then in different countries of the world at different times, as a reflection of the neoliberal policies seen all over the world in the 1980s. In the case of Turkey, gated communities started to be seen especially in the peripheries of metropolises such as Istanbul and Ankara at the end of the 1980s, when neoliberal policies were on the agenda, and gained a remarkable dimension after 1990 and became a type of settlement seen in almost every city. The concept of a gated community in Eskişehir has emerged in the last 10 years in line with the transformation experienced in the urban space, especially in the housing area. In this study, in line with the dynamics of development in Turkey, it is aimed to examine the emergence, structure, features, reasons for preference of gated communities in Eskişehir, socio-cultural profiles of those who prefer them, and to reveal the position of private security guards in this direction. In this direction, in-depth interviews were conducted with 12 people living in privately secured residential areas in Eskişehir between July and August 2018. In line with the data obtained with the statements of the participants, the number of gated communities in Eskişehir and the user profile were revealed, and the settlement areas in question were examined within the framework of parameters such as location, general design features, social facilities and security.
