Stratejik konumu dolayısıyla tarih boyunca önemini koruyan Kıbrıs, 1571’den 1878’e kadar Osmanlı Devleti’nin egemenliğinde kalmıştır. 1878’den sonra ise Kıbrıs’ın yönetimi belli şartlar çerçevesinde İngiltere'ye devredilmiş ancak İngiltere adayı 1914 yılında ilhak etmiştir. İngiltere’nin bu hareketine karşın yaşanan gelişmeler neticesinde 1960 yılında Türkiye, İngiltere ve Yunanistan garantörlüğünde Kıbrıs Cumhuriyeti kurulmuştur. Ancak bu devlet Rumların anlaşmalara aykırı hareket etmesi ve adadaki Türklere saldırması sonucunda 1963 yılında son bulmuştur. 1974’e kadar geçen süreçte Türkler adada ciddi baskılara uğramış ve sonuç olarak 1974 yılında Türkiye’nin garantörlük hakkını kullanarak Kıbrıs Barış Harekatını icra etmesi ile adadaki Türklerin can ve mal güvenliği sağlanmıştır. 1983 yılında kurulan KKTC ile de Kıbrıs Türk halkı artık bir devlet nezdinde temsil edilmeye başlanmıştır. Bu yıldan sonra yapılan toplumlararası müzakereler ise GKRY’nin uzlaşmazlık politikası nedeniyle hiçbir sonuca varamamıştır. 1990’dan sonra Avrupa Birliği’nin de Kıbrıs konusuna dahil olmasıyla yeni bir siyasi konjonktür ortaya çıkmıştır. Bu çalışmada Kıbrıs’ın siyasi tarihi, 2004 Annan Planı sürecine kadar yaşanan gelişmeler ve AB’nin Kıbrıs politikası irdelenmeye çalışılmıştır. Sonuçta ise Türkiye ve KKTC’nin yeni bir politika belirleyerek KKTC’nin tanınması için diplomatik girişimlere başlaması gerektiği düşünülmektedir.
Cyprus, which, due to its strategic position, retained its importance throughout history, remained under the Ottoman State from 1571 to 1878. After 1878 the government of Cyprus was transferred to Britain under certain conditions, but the candidate was adhered to Britain in 1914. Despite this movement of Britain, as a result of developments, the Republic of Cyprus was established in 1960 under the guarantee of Turkey, Britain and Greece. But this state ended in 1963 as a result of the Romans' violation of the treaties and the attack on the Turks on the island. In the process until 1974, the Turks suffered serious pressure on the island and as a result, in 1974, Turkey used the right of guarantee to implement the Cyprus Peace Movement and the security of the Turks on the island was secured. The CCCC, which was founded in 1983, and the Cyprus Turkish people have now begun to be represented by a state. After this year, the inter-social negotiations have not reached any conclusion due to the GKRY's policy of disagreement. After the 1990s, a new political conjoncture emerged with the inclusion of the European Union into the issue of Cyprus. In this study, the political history of Cyprus, the developments in the 2004 Annan Plan process and the EU’s Cyprus policy were sought to be reflected. After all, it is believed that Turkey and the KKTC should begin diplomatic efforts to recognize the KKTC by setting up a new policy.
