Bu makale, ulus gibi hayali cemaatlere dayanan topyekûn egemen devlet anlayışlarının yerine gerçek ve fiili toplum veya toplumlararası ilişkilere dayanan bir siyasa biçimi olarak emperyal tahayyülü ele almaktadır. Burada ele alındığı şekliyle emperyal tahayyül ulus-devlet fikrine bir alternatif olmayı değil toplulukların ve ulus-devletlerin kendi ve öteki ile ilişkilerini yeniden gözden geçirmelerine ve daha yapıcı ilişkiler kurmalarına yardımcı olacak düşünsel bir derinlik kazandırmayı amaçlamaktadır. Bu çalışmada iki ana iddia mevcuttur. Bunlardan ilki günümüzün en belirgin sorunlarından olan ben-öteki ilişkisinin milliyetçi kuruluşunun kıyıcı sonuçlarından kaçınmak için yeni bir aidiyet biçiminden ziyade mevcut aidiyet biçimlerini kapsayacak olan sosyo-politik bir çerçevenin hem teorisinin hem de somut gövdesinin ortaya konulması gerekliliğidir. İkincisi ise soruna sebep olan temel dinamiğin ulus devletlerin sırtında taşıdığı emperyalizmin mirası olduğudur. Diğer bir ifadeyle, bu makalede tespit edilen sorun ulus devletlerin modern imparatorluklardan miras aldıkları emperyalizmi daha merkezi, daha bürokratik ve daha etkili şekilde icra edecek bir uluslararası sistem oluşturmalarıdır. Bu sorunun çözümü olarak iki farklı imparatorluk kategorisi üzerinden alternatif bir yol haritası oluşturulmaktadır. Bu yol haritası da modern imparatorlukların öncesine uzanan himayeci niteliğe sahip klasik (imperyal) imparatorlukların tecrübelerinden faydalanmaktır. Diğer bir ifade emperyalizmi önceleyen ve onun zıttı olan ve merkezi olmaktan ziyade ağ şeklinde örgütlenmiş, katı olmaktan ziyade esnek bir imparatorluk tecrübesine başvurulması gerekliliği vurgulanmıştır. Bunun için ilk olarak tarihsel sosyolojik bir perspektif çerçevesinden imparatorluklar ile ulus-devlet ve emperyalizm biçimleri arasındaki fark ortaya konulmaya çalışılmıştır. Ardından anti-emperyalist olma iddiasında olan ulus devletler, uluslararası ve uluslarüstü örgütlerin başka türlü emperyalizm biçimleri olabileceği tartışılmıştır. Son olarak bunun üstesinden gelmek için geçmişten gelen emperyal geleneğin inkârının değil sürekliliğinin önemine değinilmiştir.
This article deals with imperial imagination as a mode of policy which depends on actual and factual societal or intra-societal relations rather than total sovereign state conceptions which depend on imaginary communities like nations. Imperial imagination as approached here does not aim to be an alternative to nation-states but to bring in an intellectual depth in reconsidering their relations and establishing more constructive relations within themselves and with the others. There are two main claims in this study. The first of these is the necessity to put forward both the theory and the concrete body of a socio-political framework that will encompass existing forms of belonging rather than a new form of belonging in order to avoid the crushing consequences of the nationalist establishment of the self-other relationship, which is one of the most obvious problems of our day. The second is that the fundamental dynamic that causes the problem is the legacy of imperialism that nation states carry on their backs. In other words, the problem identified in this article is that nation-states create an international system that will execute the imperialism they inherited from modern empires in a more centralized, more bureaucratic and more effective way. As a solution to this problem, an alternative roadmap is created over two different empire categories. This roadmap is to benefit from the experience of classical (imperial) empires with a patronage in the use of modern empires. In other words, the necessity of resorting to an imperial experience that precedes and contrasts imperialism, is networked rather than centralized, and flexible rather than rigid, has been emphasized. First, the differences and similarities between imperialisms of various kinds and empires are provided. Secondly the article stress upon the significance of acceptance rather than denial of the imperial heritage with which societies are entailed in order to overcome self-imposed imperialism.
