Türkiye doğu ve batı yönlü önemli enerji geçiş güzergâhlarının güvenliğinin sağlanması bakımından da kilit ülke pozisyonundadır. Fakat bu denli kritik önemde olan bir coğrafi bölgenin bu pozisyonundan dolayı ortaya çıkabilecek dezavantajlı yönleri de bulunmaktadır. Türkiye’nin içerisinde bulunduğu Orta Doğu, Kafkaslar, Balkanlar, Karadeniz, İran ve Akdeniz havzası ile çevrili olması ve bölgenin sorunlu yapısı nedeniyle bu bölgede ortaya çıkan sorunlardan birinci derecede etkilenen ülke olduğu söylenebilir. Bu çerçevede II. Dünya Savaşından sonra iki kutuplu dünya düzeni ve akabinde soğuk savaşın başlamasıyla birlikte Türkiye, İran ve Irak toprakları üzerinden SSCB’nin yapabileceği bir saldırı ihtimaline karşı savunmasız olan güney sınırlarını koruma endişesi içerisine girmiş ve bu anlamda bir ittifak arayışına girmiştir. Bu çerçevede ilk olarak Türkiye ile Pakistan arasındaki ikili bir antlaşma olarak ortaya çıkmaya başlayan paktın daha sonraki süreçte İngiltere, Irak ve İran’ın katılımıyla bir savunma ve güvenlik Paktına dönüştüğü görülmektedir. Bağdat paktı ile ilgili olarak pakta katılan ülkelerin her birinin ayrı ayrı amaçları olduğunu söylemekle beraber, kuruluş amacı komünizm ve Sovyetler Birliği tehlikesinin bertaraf edilmesi olarak açıklanabilir. Türkiye’nin Bağdat Paktından en önemli beklentisi SSCB ile varolan sınır hattının savunulması ve NATO ile kurmaya çalıştığı bağlarını kuvvetlendirmek olarak ifade edilebilir. Tüm bu beklentilerin yanında Türkiye, ABD’yi Ortadoğu’da daha fazla desteklemesi karşılığında askeri ve ekonomik destek beklentisi içerisindedir. Tüm bu beklentilere rağmen uluslararası ilişkiler literatüründe Bağdat Paktı kadar etkisi olmayan ve katılan taraflara çok ciddi zarar veren başka bir ittifak herhalde bulunmamaktadır. Pakt, sadece Türkiye açısından değil bölgede Batılı ülkelerin çıkarlarına da büyük bir hasar vermiştir. Arap ülkelerinin Sovyetler Birliğine yaklaşmasını hızlandırmış ve Sovyetlerin bölgeden uzak tutulmasını değil, tam tersi hızlı bir şekilde bölgeye yerleşmesini sağlamıştır.
Turkey is also a key country in terms of ensuring the security of important energy transit routes to the east and west. But there are also disadvantages that may arise due to this position of a geographical area that is of such critical importance. It can be said that Turkey is surrounded by the Middle East, the Caucasus, the Balkans, the Black Sea, Iran and the Mediterranean pool, and that it is the first country affected by the problems arising in this region due to the problematic structure of the region. In this framework II. After the World War II, the two-pole world order and the beginning of the Cold War, with Turkey, Iran and Iraq, entered the concern of protecting the southern borders, which are undefenseable against the possibility of an attack by the Soviet Union through the territory of Iran and Iraq, and in this sense entered the search for an alliance. In this framework it appears that the Pact, which first began to appear as a bilateral treaty between Turkey and Pakistan, later became a defense and security pact with the participation of Britain, Iraq and Iran. While it is stated that each of the parties to the Pact has separate objectives in relation to the Pact of Baghdad, the organization’s objective can be explained as the elimination of the danger of communism and the Soviet Union. The important expectation of Turkey from the Baghdad Pact can be expressed as the defense of the existing border line with the USSR and strengthening its ties with NATO. In addition to all these expectations, Turkey is in expectation of military and economic support in return for further support to the United States in the Middle East. Despite all these expectations, there is probably no other alliance in the literature of international relations that is not as influential as the Baghdad Pact and that is very seriously harmful to the parties involved. The Pact has not only damaged the interests of the Western countries in the region, but also greatly damaged the interests of Turkey. It accelerated the approach of Arab countries to the Soviet Union and made it possible that the Soviets not stay away from the region, but rather quickly settle in the region.
