Abstract:

Hybrid warfare, a new form of warfare that combines regular and irregular forces such as guerrillas, insurgents, terrorists, in a single field that can involve both state and non-state actors, designed to achieve common political goals, does not exist internationally. In hybrid threats, which benefit from the incompatibility and polymorphism partly allowed by the international system, and which are included in NATO's North Star vision, the strategies to be made to gain advantage over another state with their military, economic and political goals may be accepted as an aggressive and even hostile policy by the rival state. It is not correct to accept the existence of an attack or actual use of force. International legal doctrine has no means to account for global and local asymmetries in hybrid wars. Its political purpose in Crimea: economic manipulation, a comprehensive and powerful disinformation and propaganda campaign, a campaign of civil disobedience and even insurrection in the “Gray Zone” between war and peace, which is rooted in the Gerasimov doctrine of Russia, whose political goal is to maintain political control without causing an overwhelming military response from NATO. It has taken political control of the Crimea with Russian asymmetrical challenges, such as the promotion and use of well-supplied paramilitary forces. In this study, hybrid warfare will be examined as a concept with literature review and hybrid activities of the Russian Federation on Crimea will be examined.
