Çevresel tahribatın ciddi boyuta ulaştığı günümüzde devletler çevre sorunlarına çözüm bulmak için neoliberal düzen ve hâkim ekonomik sistem içerisinde bir çözüm arayışına yönelmekte ve düzenleyici, katılımcı ve piyasaya dayalı araçları kullanarak bu sorunları çözmeye çalışmaktadırlar. Neoliberal düzenin getirdiği baskı devletlerin çevre sorunlarının çözümünde düzenleyici yaklaşımdan ziyade piyasaya dayalı araçları ya da örgütsel düzenlemeyi tercih etmesine neden olmaktadır. Çevre yönetiminde piyasaya dayalı araçlar sermayenin hareket alanını genişletirken, çevre yönetimi dizgesine eklenen yeni yasal örgütler de sermayeye yeni alanlar açacak biçimde yapılandırılmaktadır. Türkiye’de böyle bir tartışma, çevresel örgütlenme içerisinde yeni bir kurum olarak beliren Türkiye Çevre Ajansı bağlamında yapılabilir. Ajansın kuruluşu, niteliği, yapısı, görevleri gibi birçok konu sermaye, çevre ve devlet ilişkisi içerisinde tartışılmakta, özellikle muhalefet partileri bu bağlam içerisinde Ajansa yönelik ciddi eleştiriler getirmektedir. Çalışma bu ilişkiler kapsamında politik söylem analizini kullanarak muhalefet partilerinin Türkiye Çevre Ajansı ile ilgili görüşlerini analiz etmeyi amaçlamaktadır.
Today, when environmental destruction has reached a severe scale, the states are looking for a solution within the neoliberal system and the ruling economic system to find solutions to environmental problems and are trying to solve these problems using regulatory, participatory and market-based tools. The pressure brought by the neoliberal system causes the states to prefer market-based tools or organizational regulations rather than regulatory approach to solving environmental problems. In environmental management, market-based tools extend the movement of capital, while new legal organizations added to the environmental management directory are structured in a way that will open new spaces to capital. In Turkey, such a discussion can be carried out in the context of the Turkish Environment Agency, which appears as a new institution within the environmental organization. Many topics, such as the organization, nature, structure, tasks of the agency, are discussed in the capital, environment and state relations, especially opposition parties bring serious criticisms to the agency in this context. The study aims to analyze the opinions of the opposition parties about the Turkish Environment Agency using the analysis of political speech within the framework of these relationships.

While market-based instruments in environmental management expand the movement area of capital, new legal organizations added to the environmental management system are also structured to open up new areas for capital. Such a discussion in Turkey can be made in the context of the Turkish Environment Agency, which has emerged as a new institution within the environmental organization. Many issues such as the establishment, nature, structure and duties of the Agency are discussed within the framework of the relationship between capital, environment and the state, especially opposition parties bring serious criticisms towards the Agency in this context. The study aims to analyze the opinions of opposition parties about the Turkish Environment Agency by using political discourse analysis within the scope of these relations.
