Suriyeli göçmenlerin Türkiye'den gitmesi gerektiği savı, genel olarak iki alternatif ile temellendirilmektedir. İlki, Suriye'ye geri dönüş, ikinci ise bir AB ülkesine yerleştirilmeleridir. Bu çalışma, Türkiye'deki Suriyeli göçmenlerin Suriye'ye dönme ya da üçüncü bir ülkeye yerleştirilme seçeneklerinin işlevsizliği üzerinde durarak Suriyeli göçmenlerin kalıcı olduğu değerlendirmesinde bulunmaktadır. Suriyeli göçmenlerin Türkiye'de kalışı, onların tercihleri sonucunda hasıl olan bir sonuç değildir. Diğer seçeneklerin işlevsizliği Suriyeli göçmenleri Türkiye'de kalıcı olmalarını sağlamaktadır. Bu kalış ile beraber Suriyeli göçmenler bir kamusal uyum beklentisi geliştirmiştir. Suriyeli göçmenlerin büyük çoğunluğunun Türkiye'de kalmak ve ülke vatandaşı olmak istemesi geliştirdikleri uyum beklentisinin önemli bir bulgusudur. Hakim toplum tarafından gösterilen sınırlı kabule rağmen, Suriyeli göçmenlerin kamusal uyum beklentisi geliştirmiş olması; göç, uyum ve vatandaşlık sürecini yönetecek politikanın sistem ve kurumlarına etkin bir pratik alan sağlamaktadır. Çalışma, uyum ve vatandaşlık sürecini aynı çerçeveye alan bir perspektife dayanan kamusal uyum beklentisini birlikte yaşamın önemli bir dayanağı olarak değerlendirmektedir. Bu bağlamda çalışma, Suriyeli göçmenlerin toplumun bir parçası olarak birlikte yaşam pratiğine katılmaları sürecinin bu beklentiye verilecek cevap ile şekilleneceğini ifade etmektedir.
The claim that Syrian migrants should leave Turkey is generally based on two alternatives. The first is the return to Syria, and the second is the establishment in a EU country. This study is based on the inefficiency of the options for Syrian migrants in Turkey to return to Syria or to be placed in a third country, which assesses that Syrian migrants are permanent. The stay of Syrian immigrants in Turkey is not a result of their preferences. The disfunction of other options ensures that Syrian immigrants are permanent in Turkey. With this stay, Syrian immigrants have developed a public adaptation expectancy. This is an important conclusion of the adaptation expectations that the vast majority of Syrian migrants want to stay in Turkey and become a citizen. Despite the limited acceptance shown by the judgment community, the development of the expectations of public harmony for Syrian migrants provides an effective practical space for the systems and institutions of the policy to manage the immigration, harmony and citizenship process. The study considers the process of harmony and citizenship based on a perspective of public harmony as an important foundation of life together. In this context, the study suggests that the process of participating in the life practice of Syrian migrants as part of society will be shaped by the response to this expectation.
