Abstract:

This study aims to identify the views of managers and educators who work in public education centers as institutions that provide adult education. The quality of the vision mission applications of the institution, the quality of the institution management, the quality of the physical environment of the institution, the quality of communication in the institution, the quality of the training in the institution, the quality of the programs, the quality of the educators, the opinions about the quality of the institutions were collected with a liquid-type survey. In the final section of the survey, the views were asked about the impact of quality system applications on the quality of education and whether the quality system would be applied in public education centers. The findings of the research are that managers and educators have significant perception differences in some topics. Over the course of the study, managers have given higher scores to quality components in almost all topics than educators. In HEMs, managers have a more positive perception of the implementability of quality processes, while educators have seen a more negative perception of this direction. The involvement of managers in the decision-making processes of institutional employees has found that they have more positive opinions about the suitability of the programmes to adult education, but that the educators have more negative opinions on these issues. In addition, it is expressed in the form of a common view that quality practices will improve the quality of education. The quality of the physical environment comes at the top of the issues both managers and educators see as a problem area.
