Yirminci yüzyılın son çeyreğinde kamu hizmeti sunumunda meydana gelen değişimler birçok araştırmanın konusu olmuştur. Daha önce geçerli olan yönetim araçlarının kökten değişimine yol açan bu süreç, çok geçmeden tüm dünyayı etkisi altına almayı başarmıştır. Artık kamu hizmeti anlayışı da iki farklı perspektifte yorumlanmaktadır. Bunlardan ilki klasik bağlamda devlet iktidarı veya kamu yararı adına hareket etmeye dayalı kamu hizmeti anlayışı, diğeri bir işletme tekniği olarak kamu hizmeti anlayışıdır. Bu çalışmanın amacı kamu hizmeti anlayışında yaşanan değişimin genel aşamalarına değinerek Türkiye’deki yönetim geleneği çerçevesinde incelenmesidir. Kamu hizmeti anlayışında yaşanan değişimi teorik zeminde ele alan çalışma, konuya ilişkin literatür taranarak değerlendirilmiştir. Bu kapsamda kamu hizmeti anlayışındaki değişim Robert B. Denhardt ve Janet V. Denhardt’ın üç aşamada ele aldığı gibi Klasik Kamu Yönetimi, Yeni Kamu İşletmeciliği ve Yeni Kamu Hizmeti yaklaşımlarından yola çıkılarak incelenmiştir. Çalışmada söz konusu yaklaşımların Türk kamu hizmeti anlayışındaki değişimine olan katkısı yerleşik yönetim geleneği ve kültürü çerçevesinde ele alınmıştır.
Changes in public service provision in the last quarter of the twentieth century have been the subject of many studies. This process, which led to the radical change of the prevailing management tools, was soon able to influence the whole world. The concept of public service is now interpreted in two different perspectives. The first is the understanding of public service in the classical context based on state power or acting on behalf of the public interest, and the other is the concept of public service as a business technique. The aim of this study referring to the general stage of the shift in public service management approach is to examine the framework of tradition in Turkey. The study, which deals with the change in the understanding of public service on the theoretical ground, has been evaluated by reviewing the literature on the subject. In this context, the change in the understanding of public service was examined based on Classical Public Administration, New Public Management and New Public Service approaches as discussed by Robert B. Denhardt and Janet V. Denhardt in three stages. In this study, the contribution of these approaches to the change in the understanding of Turkish public service is discussed within the framework of the established management tradition and culture.
