Abstract:

Toplumsal kültür, siyasal kültürün siyasal kültür yönetim kültürünün, yönetim kültürü de bürokratik kültürün oluşumunda etkili olmaktadır. Bürokratik kültürün şekillenmesinde, bürokrasi anlayışının ve yönetim kültürünün etkide bulunduğu yadsınamaz bir gerçektir. Diğer taraftan, yönetim yaklaşımlarının da bürokratik kültürün benimsenmesinde önemli rol oynadığı söylenilebilir. Geleneksel yönetim anlayışına dayalı kurumlarda, katı, hiyerarşik, süreç odaklı bürokrasi kültürü hâkim iken yeni yönetim anlayışının benimsendiği kurumlarda ise katılımcılık, şeffaflık, hesap verebilirlik, heterarşi, esnek örgütlenme, rekabet odaklılık, sonuç odaklılık gibi ilke ve değerlerin şekillendirdiği bürokratik kültür egemen olmaktadır. Buradan yola çıkılarak hazırlanan çalışmanın temel amacı, yönetim anlayışındaki değişimin bürokratik kültürü ne şekilde etkilediğinin ortaya konulmasıdır. Bu amaç ekseninde hazırlanan çalışmada betimleyici analiz yönteminden yararlanılmıştır. Çalışma kapsamında, ilk olarak toplumsal kültür, siyasal kültür ve yönetsel kültür kavramları anlatılmaktadır. Çalışmada daha sonra, yönetim kültürü bağlamında geleneksel yönetim kültürü ve yeni yönetim kültürü genel hatlarıyla tartışılarak, her iki anlayışı da inşa eden temel dinamikler incelenmektedir. Çalışmada son olarak, bürokrasi ve kültür arasındaki ilişki ekseninden hareketle, bürokratik kültür konusu ele alınmaktadır. Çalışmada ortaya konulan bilgiler ışığında, kamuda bürokratik kültürün oluşumunda kurum içi faktörlerle birlikte kurum dışı faktörlerin de etkili olduğu kamu görevlilerinin iç ve dış çevre ile olan etkileşimlerinin sonucu olarak bürokratik davranış biçimlerinin ve kurum kültürünün şekillendiği yönünde çıkarımda bulunabilir.

The social culture, the political culture, the political culture, the culture of governance, and the culture of governance are also influential in the formation of the bureaucratic culture. In the formation of the bureaucratic culture, it is a remarkable fact that the understanding of bureaucracy and the culture of governance are influenced. On the other hand, it can be said that governance approaches also play an important role in the adoption of a bureaucratic culture. In institutions based on the traditional management concept, a firm, hierarchical, process-oriented bureaucracy culture is dominated; in institutions where the new management concept is adopted, the bureaucracy culture is dominated by principles and values such as participation, transparency, accountability, hierarchy, flexible organization, competitive focus, result-orientation. The main objective of the study is to figure out how the change in the management understanding affects the bureaucratic culture. In the study prepared in this target axis, the illustrative analysis method has been used. In the framework of the study, first, the concepts of social culture, political culture and administrative culture are described. The study then discusses the basic dynamics that build both the understanding, discussing the general lines of the traditional management culture and the new management culture in the context of the management culture. Finally, in the study, by moving from the axis of the relationship between bureaucracy and culture, the topic of bureaucratic culture is addressed. In the light of the information revealed in the study, the public can find out that in the formation of the bureaucratic culture, non-institutional factors, along with the internal factors, are also effective; the result of the interactions of public officials with the internal and external environment, the form of the bureaucratic behavior and the institution culture.

Social culture affects political culture, political culture affects management culture, and management culture is also effective in the formation of bureaucratic culture. It is an undeniable fact that the understandings of bureaucracy and management culture influence the shaping of the bureaucratic culture. On the other hand, management approaches play an important role in the adoption of bureaucratic culture. While a strict, hierarchical, process-oriented bureaucracy culture is dominant in institutions based on traditional management understanding; the bureaucratic culture, which is shaped by principles and values such as participation, transparency, accountability, heterarchy, flexible organization, competition-orientation, result- orientation, is dominant in the institutions where the new management approach is adopted. Based on this, the main purpose of the study is to reveal how the change in management understanding affects the bureaucratic culture. The descriptive analysis method was used in the study prepared in line with this purpose. Within the scope of the study, the concepts of social, political and administrative cultures are explained first. In the study, the traditional management and new management cultures in the context of management culture are discussed in general terms, and the basic dynamics that build both understandings are examined. Finally, based on the relationship between bureaucracy and culture, the issue of bureaucratic culture is discussed in the study. In light of the information revealed in the study, it can be said that internal and external factors are also effective in the formation of bureaucratic culture in the public sector. Also, it can be inferred that the bureaucratic behavior patterns and organizational culture of public officials are shaped as a result of their interactions with the internal and external environment.
