Sosyal sermaye kavramı son dönemlerde pek çok disiplin tarafından ele alınan popüler bir konu haline gelmiştir. Kavram, kısaca toplumu oluşturan bireyler ve kurumlar arasındaki güven, norm, bağlılık ve sosyal/iletişim ağlarının gelişmesini ifade etmektedir. Buna göre sosyal sermayesi yüksek olan toplumların veya ülkelerin ekonomik kalkınmalarında da orantılı olarak gelişme kaydedilmektedir. Bununla birlikte sosyal sermaye, fiziki ve beşeri sermayeden farklı olarak sahip olduğu boyutlar (güven, norm, bağlılık ve sosyal/iletişim ağları) bakımından soyut bir nitelik taşımaktadır. Bu yüzden sosyal sermayenin ölçülmesi konusunda ciddi bir tartışma mevcuttur. Günümüzde sosyal sermaye ölçümü için Dünya Değerler Anketine başvurulmaktadır. Bu çalışmada da içerik itibariyle söz konusu anketle bağlantılı olan ve literatürde sıkça kullanılan bir anket formundan yararlanılmıştır. Amaç Kars ilinin sosyal sermaye düzeyinin belirlenmesidir. Bu amaçla yapılan saha çalışmasında çarpıcı bulgulara ulaşılmıştır. Elde edilen bulgulara göre Kars’ta Aile üyelerine olan güven düzeyinin oldukça yüksek (%71,4) olmasına karşın akrabalara güven düzeyi (%13,8) çok düşüktür. Etnik yapı bakımından zengin olan Kars’ta sosyal bütünleşme düzeyinin yüksek olduğu ortaya çıkmıştır. Ancak genel olarak başkasına güvenmeme düzeyi %87,2 ile oldukça yüksek düzeyde çıkmıştır. Bu sonuç sosyal sermaye düzeyi açısından son derece olumsuzdur. Ayrıca Kars’ta kurumlara olan güven sıralamasında TSK’nın ilk sırada, siyasi partilerin de son sırada yer aldığı görülmektedir.
The concept of social capital has become a popular topic addressed by many disciplines in recent periods. The concept shortly refers to the development of trust, norm, commitment and social/communication networks between individuals and institutions that make up society. The economic development of societies or countries with high social capital is also proportionally recorded. However, social capital has an abstract character in terms of its dimensions (security, norm, commitment and social/communication networks), unlike physical and human capital. There is therefore a serious debate about the measurement of social capital. Today, the World Values Survey is applied for social capital measurement. In this study, it was also used a survey form that is linked to the subject survey and is often used in literature. The goal is to determine the social capital level of the Kars province. In the work of this purpose, there have been striking findings. According to the findings obtained in Kars, the level of confidence in family members is quite high (71.4%) but the level of confidence in relatives (13.8%) is very low. It has been revealed that in Kars, which is rich in ethnic structure, the level of social integration is high. However, the level of non-confidence in someone else has risen to a very high level with 87.2%. This result is extremely negative in terms of social capital level. Also in Kars’ trust ranking to institutions it is seen that the TSK is in the first place, and the political parties are in the last place.
