Abstract:

19. The proposal for the reform of the Tanzimat period under the provision of tax reforms was primarily discussed. For this purpose, countings have been made within the country with the aim of determining and recording the sources of income of the state, ensuring the balance of income and expenditure, removing the defects in the tax procedure and collection and creating a financial system that fits the needs of the period. As a result of these countings, called "immobility, land, animal and property" numbers, approximately twenty thousand book series were formed. These records, called Temettuat Books, are official records in which property, animal, land and residential property of citizens are recorded in the housing base in the areas where Tanzimat was applied. These books, which contain important information for the Ottoman State in the 19th century of the Ottoman socio-economic history, take an important source role in the research of the social and economic history of the era.

In this work will be provided information about the district of Kırıkkale or Balışeyh. In this article, which will include the economic, historical and cultural characteristics of the village, the information about the economic situation of the village has been obtained from the recordings of 1844-1845. The importance of the Temettuat books and the understanding of the information it contains, the village of Aydınşeyh was chosen as an example as a settlement place.

In the 19th century, under the influence of the Tanzimat period reforms, the issue of reform in the field of taxation was prioritised. For this purpose, censuses were conducted throughout the country in order to determine and record the sources of state revenues, to ensure the balance between income and expenditure, to eliminate the defects in tax procedure and collection, and to create a financial system suitable for the needs of the period. As a result of these censuses, which were called "Real Estate, Land, Livestock and Temettuat" censuses, a series of nearly twenty thousand books were created. These books, called Temettuat Books, are the official books in which the property, livestock, land and assets of the citizens living in the regions where Tanzimat was implemented were recorded on a household basis. These ledgers, which contain important information about the Ottoman socio-economic history, especially for the Ottoman Empire in the 19th century, serve as an important source for the research of the social and economic history of the period.

In this study, information about Aydınşeyh village of Balışeyh district of Kırıkkale province will be given. In this article, which will include the economic, historical and cultural characteristics of Aydınşeyh village, information on the economic situation of the village was obtained from the temettuat records of 1844-1845. In order to understand the importance of the temettuat books and the information they contain, Aydınşeyh village was chosen as an example as a settlement.
