Sosyal güvenlik açıklarının finansmanı için çoğunlukla dönem sonlarında devlet bütçesinden ilgili kurumlara ödenek transferleri yapılmaktadır. Bu transferlerin yanı sıra sosyal güvenlik açıklarından bağımsız olarak belli periyodlarla ve belli tutarlarda devlet katkısı yapılmaktadır. Türkiye’de sosyal güvenlik açıklarına paralel olarak devlet katkısı tutarları da yıllar içinde artmış ve önemli seviyelere ulaşmıştır. Bunda en önemli etken, kayıtdışı istihdam oranında ve sosyal güvenlik harcamalarındaki artışın yanı sıra prim gelirlerinde de meydana gelen artıştır. Sürdürülebilir bir sosyal güvenlik sisteminin tesis edilmesi ve mevcut sistemik zaaflarla etkin bir mücadele için sosyal güvenlik bütçesindeki gelir-gider dengesinin sağlanması, prim tahsilatında etkin bir yapının kurulması, kayıtdışı istihdamın düşürülmesi ve istikrarlı bir sosyal politika yürütülmesi gerekmektedir. Ancak verilerin üretimi, yönetimi ve analiz edilerek politika aracına dönüştürülmesinde temel bazı zaaflar söz konusudur. Örneğin, devlet katkısı tutarlarına ilişkin resmi istatistiki veriler farklılık göstermekte, sosyal güvenlik açıklarına kıyasla oldukça yüksek tutarda olan bu farklılıklar, sistemin sağlıklı değerlendirilmesini güçleştirmektedir. Çalışmada Türkiye’de önemli düzeyde olan devlet katkısı tutarlarının sosyal güvenlik açıklarına etkisi resmi istatistiksel veriler kullanılarak açıklanmaya çalışılmıştır. Ayrıca sistemdeki temel zaaflar ve başlıca sorun alanları irdelenerek devlet katkısının sosyal güvenlik açıklarına etkisi ve resmi istatistiki farklılıkların ortaya çıkardığı sorunlar ile bunlara yönelik çözüm önerileri geliştirilmiştir. Bu yönüyle çalışma, daha önce çok fazla akademik çalışmaya konu edilmemiş olması nedeniyle literatüre katkıda bulunmuştur. Sonuç olarak, Türkiye’de devlet katkısı tutarlarının yıllar itibariyle yüksek seviyede olduğu ancak kurumlar arasında resmi istatistiksel uyumsuzluklar bulunduğu görülmüştür
For the financing of social security disadvantages, mostly transferments from the government’s budget to the relevant institutions are made at the end of the period. In addition to these transfers, government contributions are made in certain periods and amounts, regardless of social security disadvantages. In Turkey, in parallel with the social security disadvantages, the amount of government contribution has also increased over the years and has reached significant levels. The most important factor in this is the increase in the unregistered employment rate and social security expenditure as well as the increase in premium income. To establish a sustainable social security system and to effectively combat existing systemic weaknesses, the social security budget needs to be balanced with income and expenditure, to establish an effective structure in the primation, to reduce unregistered employment and to implement a stable social policy. However, there are some fundamental weaknesses in transforming data into a policy tool by producing, managing and analysing it. For example, the official statistical data on the amounts of government contributions are varied, and these differences, which are quite high in comparison to social security disadvantages, make it more difficult for the system to be healthy. In the study, the impact of the amount of government contribution that is significant in Turkey on social security disadvantages has been tried to explain using official statistical data. In addition, the main weaknesses in the system and the main problem areas have been addressed, the impact of government contribution on social security disadvantages and the problems arising from formal statistical differences have been developed and solutions proposals have been developed. The study in this regard has contributed to literature because it has not been subject to much academic study before. As a result, the amount of state contribution in Turkey has been high over the years, but there are official statistical disagreements between the institutions.
In general, appropriations are transferred from the state budget to the related institutions at the end of the period for financing the social security deficits. In addition to these transfers, government contributions are made in certain periods and in certain amounts independently of the social security deficits. In Turkey, state contribution amounts have increased over the years in parallel with social security deficits and reached significant levels. The most important factor in this is the increases in unregistered employment rate and social security expenditures as well as the increase in premium income.In order to establish a sustainable social security system and combat the existing systemic weaknesses, it is necessary to maintain the income-expense balance in the social security budget, establish an effective structure in premium collection, reduce unregistered employment and implement a stable social policy. However, there are some basic weaknesses in the production, management and analysis of the data and its transformation into a policy tool. For example, official statistical data on the amount of government contributions differ, and these differences, which are quite high in comparison to social security deficits, make it difficult to assess the system properly. This study tried to explain the effect of the amount of state contribution, which is significant in Turkey, to the social security deficit by using official statistical data. In addition, it analyzed the main system weaknesses and main problem areas; examined the effects of state contribution on social security deficits and the problems caused by official statistical differences; and developed solutions for these problems. In this respect, the study has contributed to the literature since it has not been the subject of many academic studies before. The results indicated that the state contribution amounts were at a high level in Turkey but there were official statistical discrepancies among institutions
