Abstract:

Freedom, respect for human rights and the principle of making periodic and real elections by general vote are the fundamental elements of democracy. Democracy provides a natural environment for the protection and effective implementation of human rights. The relationship between democracy and human rights is two-sided: on the one hand, the demand for democracy has arisen as a result of historically increased individual rights – and the democratic regime has been established as a guarantor of the protection of human rights. On the other hand, there is a tension between them, because in a democratic state human rights must be protected by the will of the majority. Human rights and Democracy have the potential to handle and use each other’s strengths to realize themselves. However, the relationship between democracy and human rights is not as clear as it tends to think. Democracy, which is recognized by the people and for the people as the government of the people, continues to be one of the best governance systems, due to the fact that the elected representatives are responsible against the people and can also be removed by periodic elections.
