Amaç – Karayolu taşımacılığı, ülke içi yolcu ve yük taşımacılığında kullanılan en yaygın taşımacılık modudur. Otogarlar ise karayolu taşımacılığının bel kemiği olarak görülebilmektedir. Otogarların lokasyonu, otogarların kullanılabilirliği açısından çok önemli bir yere sahiptir. Bu çalışma ile İstanbul ili dinamikleri çerçevesinde en uygun otogar yeri lokasyon seçimi çalışması yapılmıştır. Yöntem – Bu çalışmada, çok kriterli karar verme yöntemlerinden analitik hiyerarşi süreci ve TOPSIS kullanılarak iki aşamalı hibrid bir model önerilmiştir. Modelin uygulanışını göstermek adına İstanbul ili için üç farklı alternatif; (i) Başakşehir ilçesine yapılacak yeni otogar, (ii) Sultangazi ilçesine yapılacak yeni otogar ve (iii) Alibeyköy Cep Otogarı’nın genişletilmesi, olarak belirlenmiştir. Yine bu alternatiflerin değerlendirilmesi aşamasında üç ana kriter ve on üç alt kriter belirlenmiştir. İlk aşamada uzman görüşü yöntemiyle kriterlerin ve alt kriterlerin ağırlıkları analitik hiyerarşi süreci yöntemiyle belirlenmiştir. İkinci aşamada ise TOPSIS yöntemiyle belirlenen kriter ağırlıklarına bağlı olarak alternatifler değerlendirilmiş ve sıralanmıştır. Bulgular – Önerilen model ile yapılan hesaplamalara göre, Alibeyköy Cep Otogarı’nın Genişletilmesi alternatifi en uygun alternatif olarak belirlenmiştir. Sultangazi İlçesine Yapılacak Yeni Otogar ikinci en iyi alternatif olurken, Başakşehir İlçesine Yapılacak Yeni Otogar alternatifi en kötü alternatif olarak belirlenmiştir. Tartışma – Bu çalışmada, İstanbul ilinin ihtiyaç duyduğu otogar ihtiyacı alternatif olarak getirilen üç olasılık üzerinden çok kriterli karar verme yöntemleri ile değerlendirilmiştir. Alternatiflerden hangisinin daha uygun ve efektif olacağı araştırılmıştır. Gelecekteki çalışmalarda, modelin daha iyi çalışabilmesi için daha fazla uzman ile görüşerek kriter ağırlıkları belirlenebilir. Modelin geliştirilmesi için farklı yöntemler ve kriterler modele eklenebilir.
Purpose - Road transport is the most common way of transport used in domestic passenger and cargo transport. The buses can be seen as the backbone of road transport. The location of the buses has a very important place in terms of the availability of the buses. This work has been done in the framework of the dynamics of Istanbul and the best location of the bus station has been selected. Method - In this study, a two-stage hybrid model is proposed using the analytical hierarchy process from multi-critical decision-making methods and TOPSIS. In order to demonstrate the implementation of the model, three different alternatives for the island of Istanbul have been determined as: (i) the new bus to be made to the Başakşehir district, (ii) the new bus to be made to the Sultangazi district and (iii) the expansion of the Alibeyköy Cep Bus. In the evaluation phase of these alternatives, three main criteria and thirteen sub-criteria have been determined. In the first phase, the weight of the criteria and sub-criteria is determined by the method of the analytical hierarchy process. In the second phase, alternatives were evaluated and classified according to the criteria weights determined by the TOPSIS method. Results - According to calculations made with the recommended model, the Alibeyköy Mobile Station’s Extension alternative has been determined as the most suitable alternative. The new bus will be the second best alternative to the Sultangazi district, while the new bus will be the worst alternative to the Başakşehir district. Discussions - In this study, the need for autogar in the province of Istanbul has been evaluated by multiple criteria decision-making methods over the three possibilities brought as an alternative. It has been investigated which of the alternatives will be more appropriate and effective. In future studies, criteria weights can be determined by consulting more experts to ensure the model can work better. Different methods and criteria for the development of the model can be added to the model.
