Abstract:

Turkey has been a country of transit, migratory and transit transit. The combination of three different types of immigration has made it compulsory for Turkey to create comprehensive immigration policies. In addition, the immigration phenomenon has gained a distinct importance with the mass migration that occurred after the 2011 Syrian crisis. The number of Syrians with a temporary protection status in Turkey is now over 3.6 million. The future of the Syrians in Turkey is uncertain, and the political, social, economic burden and security costs arising from the Syrians are increasing every day. Although the policies related to the Syrians were built primarily on the basis of tempority, the past nine years since the first migration and the increase in the number of Syrians who entered Turkey every day have caused the perception of tempority to replace the perception of durability. In this context, it is necessary to establish new public policies on migration governance in particular for the Syrians. This study addresses the security policies of Turkey in particular for Syrian refugees and provides a series of recommendations on security policies in order to contribute to the process of creating new public policies in the field of immigration management. A long-term harmonisation action plan built on sustainability is estimated to be significant security benefits.
