Sağlık hizmetlerinde ve ulusal sağlık sistemlerinde performans ölçümünde parametrik olan ve parametrik olmayan çeşitli teknikler kullanılmaktadır. En Küçük Kareler Regresyonu (EKK) ve Stokastik Sınır Analizi (SSA) parametrik teknikler iken, Veri Zarflama Analizi (VZA) ve Malmquist Toplam Faktör Verimliliği Endeksi (MTFV) parametrik olmayan tekniklerdir. Bu çalışmada, sağlık hizmetlerinde ve ulusal sağlık sistemlerinde performans ölçümünde sıklıkla kullanılan SSA, VZA ve MTFV’de en çok hangi girdilerin ve çıktıların tercih edildiğinin ortaya konması amaçlanmıştır. Bu kapsamda, Birliktelik Kuralları Analizinden faydalanılmıştır. Yapılan analiz neticesinde, hastane verimliliğini değerlendiren çalışmalar arasında uzman hekim sayısını girdi olarak kullanan çalışmaların tamamında yatak sayısının da girdi olarak kullanıldığı görülmüştür. Bu iki değişkeni girdi olarak kullanan çalışmalar tüm çalışmaların %60’ını oluşturmaktadır. Çıktı değişkenlerinde ise, ameliyat sayısı ve muayene sayısını birlikte kullanan çalışmalar tüm çalışmaların %63’üdür. Ulusal sağlık sistemlerine ilişkin yapılmış olan etkinlik çalışmalarının %72’sinde girdi olarak yatak ve hekim sayıları birlikte kullanılmıştır. Çalışmaların %59’unda ise, bebek ölüm hızı ve doğumda beklenen yaşam süresi çıktı olarak birlikte kullanılmıştır. Ağız ve diş sağlığı merkezlerinin verimlilikleri ile ilgili yapılmış olan çalışmaların %85’inde ünit ve diş hekimi sayılarının girdi olarak birlikte kullanıldığı görülmüştür. Çıktı olarak ise, dolgu ve kanal tedavi sayılarının %69 oranında birlikte kullanıldığı tespit edilmiştir. Son olarak aile sağlığı merkezlerinin verimliliklerini araştıran çalışmaların %44’ünde ebe, hemşire ve hekim sayılarının girdi olarak birlikte kullanıldığı saptanmıştır. Çıktı olarak ise, bebek, çocuk ve gebe izlem sayıları ile birlikte muayene sayısının %33 oranında birlikte kullanıldığı anlaşılmıştır. Bu çalışmadan elde edilen bulguların ileride yapılacak olan çalışmalarda değişken seçiminde bir yol haritası sunacağı düşünülmektedir
In health services and national health systems, a variety of techniques are used to measure performance, which are parametric and non-parametric. The smallest square regression (ECK) and Stokastic Border Analysis (SSA) are parametric techniques, while the Data Coverage Analysis (VZA) and the Malmquist Total Factor Efficiency Index (MTFV) are non-parametric techniques. This study aims to reveal which input and output are most preferred in SSA, VZA and MTFV, which are commonly used in health care and performance measurement in national health systems. In this context, the Union Rules were analyzed. As a result of the analysis, the studies that assessed the effectiveness of the hospital have shown that the number of beds used as entries in all the studies that used the number of specialists. Studies using these two variables as input account for 60% of all studies. In the outcome variables, the number of operations and the number of examinations used together are 63% of all studies. In 72% of the activities conducted on national health systems, the number of beds and doctors was used together. In 59% of the studies, the baby’s death rate and life expectancy were combined. In 85% of the studies on the efficiency of oral and dental health centers, the number of units and dental doctors was found to be used together as input. According to the report, 69% of the number of filling and channel treatments were used together. Finally, 44% of the studies on the effectiveness of family health centers found that the number of parents, nurses and doctors was used together as input. As it came out, the number of babies, babies and pregnancy observations, together with 33% of the number of tests, was found to be used together. It is believed that the findings obtained from this study will provide a road map in the future work to be carried out in variable choices.

Least Squares Regression (LSR) and Stochastic Frontier Analysis (SFA) are parametric techniques while Data Envelopment Analysis (DEA) and Malmquist Total Factor Productivity Index (MTFP) are non-parametric techniques. In the current study, it was aimed to reveal which inputs and outputs were most preferred in SFA, DEA and MTFP, frequently used in performance measurements in both health care services and national healthcare systems. In this context, Association Rules Analysis was used. As a result of the analysis, it was seen that the number of beds was used as inputs in all of the studies that used the number of specialist physicians as an input among the studies evaluating hospital efficiency. Studies using these two variables as inputs constituted 60% of all studies. In the output variables, the studies using the number of surgical operations and the number of examinations together were 63% of all studies. The number of beds and physicians were used together as inputs in 72% of the efficiency studies on national health care systems. In 59% of the studies, infant mortality rate and life expectancy at birth were used together as outputs. It was observed that the number of units and dentists were used together as inputs in 85% of the studies on the efficiency of oral and dental health centers. As outputs, it was determined that the number of fillings and root canal treatments were used together at a ratio of 69%. Finally, it was determined that the numbers of midwives, nurses and physicians were used together as inputs in 44% of the studies investigating the efficiency of family health centers. As outputs, it was understood that the number of infants, child and pregnant follow-ups and the number of examinations were used together at a ratio of 33%. It is thought that the findings obtained from the current study will provide a roadmap in the selection of variables in future studies.
