Abstract:

This research aims to determine the problems experienced in special education in line with the opinions of the administrators (principal and assistant principals) working in special education public schools. The research exemplifies the phenomenological (phenomenological) design, one of the qualitative research models. Within the scope of the research, a total of 7 administrators working in different levels of special education public schools in Samsun province were interviewed. The participants of the study were selected with maximum variation sampling from purposive sampling methods. The data were obtained with the help of a semi-structured interview form, which has a qualitative feature. Fifteen questions were asked to the administrators participating in the research, about teachers, parents, students, physical conditions, legislation and bureaucratic functioning. Each interview lasted an average of 40 minutes. The interviews were recorded with the help of a voice recorder and transcribed by transferring to the computer. Descriptive analysis, one of the qualitative analysis methods, was used in the analysis of the data. A four-stage process was followed in the analysis process. The findings obtained as a result of the analysis were presented to the reader, supported by direct quotations. As a result of the research, it has been determined that administrators have many problems arising from teachers, parents, students, physical conditions, bureaucratic functioning and legislation.In addition to these problems, the administrators stated that they encountered problems especially in terms of transportation and food, support services and personnel and allowances. The administrators, who emphasized the importance of cooperation in eliminating or reducing the problems, also made various suggestions for teachers, parents and legislation.
