Abstract:

Emek piyasalarında esneklik günümüzün en önemli tartışma konularından biridir. Bu tartışmada, yaşanan işsizlik probleminin emek piyasalarının esnekleştirilmesi ile çözüleceği sıklıkla ifade edilmektedir. Neo-liberal yaklaşım olarak da adlandırılan bu yaklaşıma göre, emek piyasasında katılık yaratan koruyucu yasal düzenlemeler, asgari ücret ve sendikalar gibi kurumlardır. Dolayısıyla rekabetçi yapıyı arttırmak ve işsizlik problemini çözmek için yapılması gereken bu katılıkların ortadan kaldırılmasıdır. Diğer taraftan ise, emek piyasalarındaki esnekleştirmenin işçilere yansıması güvencesiz çalışma ve ücretlerin düşmesi şeklinde olmaktadır. Bu çalışmada Türkiye emek piyasasında yaşanan gelişmelerin katılık-esneklik tartışması bağlamında değerlendirilmesi amaçlanmıştır. Bu doğrultuda, Türkiye’nin sıklıkla vurgulandığı gibi katı değil aksine esnek bir emek piyasasına sahip olduğu tespit edilmiştir.

Flexibility in the labour markets is one of the topics of debate today. In this discussion, it is often stated that the problem of unemployment will be solved by flexibility of the labour markets. According to this approach, also referred to as the neo-liberal approach, the protective legal regulations that create participation in the labour market are institutions such as minimum wages and trade unions. It is therefore the elimination of these contributions that must be done to boost the competitive structure and solve the problem of unemployment. On the other hand, the flexibility in the labour markets reflects on workers in the form of unsafe work and wages falling. This study is aimed at assessing the developments in the Turkish labour market in the context of participation-flexibility discussion. In this direction, it has been found that Turkey has a flexible labour market rather than solid as it is often emphasized.

Flexibility is one of the most important issues related to labor market. Accordingly, it is frequently stated that the problem of unemployment could be solved with flexible labor markets. According to this approach, called the neo-liberal approach, institutions in labor market such as employment protection legislation, minimum wage and unions create rigidities. To increase the level of competition and solve the problem of unemployment, these rigidities should be removed. On the other hand, the impact of policies towards labor market flexibility appears to be lower wages and unsecured jobs for employees. This study aims to evaluate the development of the Turkish labor market in the context of rigidity and flexibility. The results in this paper show that Turkey has a flexible labor market contrary to common belief which states that Turkey had a rigid labor market.
