Belediyeler, belirli bir coğrafyada yaşayan halkın ortak ihtiyaçlarını gidermek üzere karar organları halkça seçilen, yasalarca belirlenmiş görev ve yetkileri olan, kendine özel geliri, bütçesi ve personeli olan kamu tüzel kişileri şeklinde tanımlanabilir. Belediyelerin en önemli görevlerinden biri de sorumlu olduğu alan içerisinde yaşayan halka spor hizmetleri sunmaktadır. Bu çalışmanın amacı halkın gözünde belediyeleri sunduğu spor hizmetlerinin yeterli bulunup bulunmadığının tespitidir. Bu çalışma Çoban (2002) tarafından hazırlanan ve Avcılar (2016) tarafından çeşitli çalışmalar derlenerek oluşturulan formun araştırmacılar tarafından güncellenmesiyle oluşturulan anket formu kullanılarak yapılmıştır. Çalışmaya Sakarya ili merkez ilçesi olan Adapazarı’nda ikamet eden ve kolayda örneklem yoluyla seçilen 288 kişi katılmıştır. Verilerin analizinde SPSS 25.0 programı kullanılmıştır. Yüzde frekans analizinin yanı sıra veriler normal dağılmadığı için parametrik olmayan testlerden Mann Whitney-U ve Kruskal Wallis testleri kullanılmıştır. Katılımcılara spor hizmetlerindeki eksikliklere yönelik açık uçlu bir soru sorulmuş ve bu sorunun deşifre ve analizi araştırmacılar tarafından yapılmıştır. Çalışmanın sonucunda belediyelerin spor hizmetlerini halkın beklentilerini göz önünde bulundurarak sunması gerektiği, belediyelerin spor hizmeti sunmasının halkla olan iletişimini kuvvetlendirdiği, oyun ve spor alanları yapmanın belediyelerin sorumluluğunda olduğu katılımcıların verdikleri yanıtların yaş, eğitim durumu ve spor hizmetlerini yeterli bulup bulmama değişkenlerine göre farklılık gösterdiği ilçede bulunan tesis sayısının halk tarafından yeterli bulunmadığı, daha nitelikli ve ücretsiz spor salonlarının yapılması gerektiği, sunulan spor hizmetlerinin çeşitlendirilerek reklam ve tanıtım faaliyetlerinin arttırılması gerektiği sonuçlarına ulaşılmıştır.
Municipalities can be defined in the form of public legal persons with publicly elected, law-defined duties and powers, with their own private income, budget and staff to meet the common needs of the people living in a particular geography. One of the important tasks of the municipalities is to provide public sports services in the area in which they are responsible. The purpose of this study is to determine whether the sports services offered by the municipalities are not sufficient. This study was done using the survey form created by the researchers with the update of the form prepared by Shepherd (2002) and created by the Hunters (2016) by aggregating various studies. The study was attended by 288 people who lived in Adapazarı, the central district of Sakarya, and were easily selected through sampling. The data analysis is based on SPSS 25.0. In addition to the percentage frequency analysis, the data did not disperse normally, and the Mann Whitney-U and Kruskal Wallis tests were used from non-parametric tests. The participants were asked an open-end question on the deficiencies in sports services and the problem was decrypted and analyzed by researchers. The results of the study are that the municipalities should provide sports services taking into account the expectations of the public, that the municipalities should provide sports services to the public, that the municipalities are responsible for playing and sports areas; that the responses given by the participants vary according to the variations of age, educational status and sports services to find enough; that the number of facilities in the district is not sufficient by the public, that more qualified and free sports rooms should be made, that the sports services offered should be diversified, and that the advertising and promotion activities should be increased.
