States aim to develop on a specific objective in their organizational processes. They use their preferences in terms of periodicity while recording the right progress. They take the interests of the state in front of their relations with other states in the world. In these relationships, topics such as historical past, geographical neighbourhood, religion, language, racial unity are aspects that play a role. But the main role in these established relationships is the interests of each state with its own national principles. In these cases, the process of achieving the target determined continues throughout the state’s existence. Relationships with other states that are to be established in this aspect may occasionally be axis shifts. In literature, it is defined as “external policy”. It is also very important that the governors of the state act in such a way. The correct settlement of these shifts is a matter of mind for every state. In fact, on the basis of a certain period, a relationship that will be established by separation from the general purpose can lead to unlikely destruction in the sensitive mechanisms of the state in advance. Every step taken in foreign policy is of great importance. The international relations which the states pay great importance when creating their policies can be classified as political, economic, military and cultural relations. But parallel to the developments in the world, the primary condition for progress to be recorded is the cultural relations to be established. In this work we will point to the importance of cultural relations, which is an important element of foreign policy, and discuss the historic course of relations between the two countries in the context of the cultural partnership established between Turkey and Albania on 25 July 1966.

States aim to develop on a specific purpose in their establishment processes. They use their preferences in the periodical sense while making progress towards this goal. They establish relations with other states in the world by prioritizing the interests of the state. In these relations, issues such as historical past, geographical neighborhood, religion, language and racial union play a role. However, the most important role in these relations is the interests of each state that overlap with their national principles. Within these rules, the process of achieving the specified objective continues throughout the existence of the state. Considering this issue, axis shifts may occur from time to time in relations with other states. In the literature, this name is defined as “Foreign Policy”. It is of great importance that state managers act with skill in these tendencies. Correct adjustment of these shifts is an important issue for every state. As a matter of fact, a relationship to be established by separating from the general purpose on the basis of a certainperiod may lead to irreparable destruction in the sensitive media of the state. Therefore, each step in foreign policy is of great importance. International relations, which states attach great importance to in forming their policies, can be classified as political, economic, military and cultural relations. However, in parallel with the developments in the world, the primary condition of the progress to be made is the cultural relations to be established. In this study emphasized the importance of cultural relations, which is an important element of foreign policy in the July 25 1966, culture of partnership established between Turkey and Albania in the context of the historical course of relations between the two countries will be discussed
