TÜRKİYE’DE ŞARTLI NAKİT TRANSFER UYGULAMALARINDA BÖLGESEL FARKLILIKLARIN ARKA PLANI

Abstract:

Günümüzde yoksullukla mücadele politikaları, bireylerin ve toplumların özellikle eğitim ve sağlık gibi temel alanlardaki ihtiyacına odaklanarak, ekonomik ve sosyal açıdan dezavantajlı gruplara yapılan yardımlar ile beşerî sermayeye yatırım yapılması ve gelirin herkese eşit şekilde dağıtılmasını hedeflemektedir. Bu yolla sosyal refahın sağlanacağına dair görüşlerin yaygın olduğu görülmektedir. Bu amaçla Dünya’da yoksulluk olgusuyla mücadelede en çok kullanılan sosyal politika araçlarının başında Şartlı Nakit Transferi (ŞNT) gelmektedir. Bu çalışmada Türkiye’de uygulamaya koyulduğundan beri ŞNT’nin bölgeler bazındaki farklılıkların arka planındaki gerekçeler analiz edilmeye çalışılmıştır. Genel anlamda, beşerî sermaye, aile içi şiddet, eğitime devam ve kadının toplumdaki konumunun güçlenmesi bakımından durumlar ele alınmaya çalışılmıştır. Çalışmada elde edilen bulgulara göre, ŞNT’nin aile içi nakit gelir desteği olarak annelere ödeme uygulamasının, kadının toplumdaki konumunu güçlendirdiği savını doğrulamaktadır. Beşerî sermayenin sacayakları olan sağlık ve eğitim yatırımlarının göstergeler bazında şartlı nakit transferlerinin etkileri özellikle okullaşma oranının Doğu Anadolu bölgesinde ortalamanın üzerinde olması sonucuyla örtüşmüştür. Bununa birlikte sosyal yardım hattına gelen sağlık ve eğitim çağrılarının çoğunluğunun Doğu Anadolu ve Güneydoğu Anadolu Bölgesinden gelmesi bölgesel farklılıklarla ilgili boyutları ortaya koymuştur.

The background of regional differences in the applications of conditional cash transfers in Turkey

Abstract:

Today’s poverty policy focuses on the needs of individuals and communities, in particular in key areas such as education and healthcare, with the aim of investing in human capital and equally distributing income to all, with the aid of economic and social disadvantaged groups. It is clear that the views that social welfare will be achieved in this way are widespread. For this purpose, the conditional cash transfers (SNT) are the world’s most commonly used social policy tools in the fight against the fact of poverty. Since this study has been implemented in Turkey, the reasons for the differences in the region-based shares have been tried to be analyzed. In general, human capital, domestic violence, continuation of education and strengthening the position of the woman in society have been attempted to address the situations. According to the findings obtained in the study, the application of payments to mothers as a family cash income support confirms the claim that the woman strengthens her position in society. The effects of conditional cash transfers on the basis of indicators of health and education investments, which are the scales of the five-storey capital, have been combined with the result that the rate of schooling in the Eastern Anadolu region is above the average. In addition, the majority of health and education calls to the social assistance line come from the East Anadolu and Southeast Anadolu region have shown the dimensions related to regional differences.

In this way, it is seen that there are widespread opinions about social welfare. For this purpose, Conditional Cash Transfer (CCT) is one of the most used social policy tools in the fight against poverty in the world. In this study of CCT's since put into practice in Turkey it has tried to analyze some of the reasons for the differences in background. In general terms, human capital, domestic violence, continuing education and strengthening the position of women in society were tried to be addressed. According to the findings obtained in the study, it was concluded that the payment of the CCT to mothers as a support for domestic cash income will strengthen the position of women in the society. The effects of conditional cash transfers on the basis of indicators of health and education investments, which are the pillars of human capital, coincided with the fact that the rate of enrollment is above the average in Eastern Anatolia. On the other hand, the majority of the health and education calls coming to the social assistance line came from Eastern Anatolia and Southeastern Anatolia Region and revealed the dimensions of regional differences.
