Bu araştırmanın amacı Ortaöğretim öğrencilerinin Türkiye Yeterlikler Çerçevesi tarafından geliştirilmiş olan ve 2018 yılından itibaren ortaöğretim ders planlarında yer alan 8 Anahtar Yetkinliğe sahip olma durumlarını ölçecek ölçme aracı geliştirmektir. Söz konusu yetkinlikler Anadilde iletişim, Yabancı dillerde iletişim, Matematiksel yetkinlik ve bilim/teknolojide temel yetkinlikler, Dijital yetkinlik, Öğrenmeyi öğrenme, Sosyal ve vatandaşlıkla ilgili yetkinlikler, İnisiyatif alma ve girişimcilik ve Kültürel farkındalık ve ifade şeklindedir. Bu bağlamda programlarda yer alan anahtar yetkinliklerin tanımlarına sadık kalarak tek bir envanter çatısında 4 farklı ölçme aracı geliştirilmiştir. Geliştirilen ölçekler İletişim Becerileri Ölçeği, Matematik Bilimsel ve Dijital Yetkinlikler Ölçeği, Öğrenmeyi Öğrenme Ölçeği, Kültürel Farkındalık, Vatandaşlık ve Girişimcilik Ölçeği’dir. Her bir ölçek farklı yetkinlikleri ölçmektedir. Ölçekler tek tek kullanılabileceği gibi 8 Anahtar yetkinliğin tamamını ölçmek için bir arada da kullanılabilir.
The aim of this research is to develop a measurement tool that will measure the status of middle school students having 8 key skills included in the middle school curricula from 2018 and developed by the Turkish Qualifications Framework. These qualifications are in the form of communication in English, communication in foreign languages, mathematical qualifications and basic qualifications in science/technology, digital qualifications, learning, social and citizenship related qualifications, initiative and entrepreneurship and cultural awareness and expression. In this context, 4 different measurement tools have been developed on a single warehouse roof, keeping faithful to the definitions of the key skills included in the programs. The developed scales are the Communication Skills Scale, Mathematical Scientific and Digital Skills Scale, Learning Scale, Cultural Awareness, Citizenship and Entrepreneurship Scale. Each scale measures different abilities. Measures can be used individually and can also be used together to measure the entire 8 key capabilities.

These competencies are Communication in mother tongue, Communication in foreign languages, Mathematical competency and basic competencies in science/technology, Digital competence, Learning to learn, Social and civic competencies, Sense of initiative and entrepreneurship, and Cultural awareness and expression. In this context, 4 different measurement tools have been developed in a single inventory framework, adhering to the definitions of key competencies in the programs. The developed scales are Communication Skills Scale, Mathematic Scientific and Digital Competencies Scale, Learning to Learn Scale, Cultural Awareness, Citizenship and Entrepreneurship Scale. Each scale measures different competencies. Scales can be used individually or together to measure all 8 Key competencies.
