Bu makalede, COVID-19 salgınının sosyal politikaların geleceğini nasıl etkileyeceği konusu tartışılmıştır. Krizin refah hizmetlerinde yol açacağı muhtemel değişimleri anlamak için pandeminin sosyal hayat ve toplumsal düzen üzerinde Mart 2020'ye kadar ortaya çıkan erken dönem bulguları değerlendirilmiştir. Sosyal politika, temel olarak toplumda ortaya çıkan eşitsizliklere karşı barışçıl bir orta yol bulma arayışıdır. Ancak ekonomik ve sosyal krizler, toplumda var olan bu eşitsizlikleri daha derinleştirerek bu gayreti zorlaştırır. Sosyal politikanın tarihsel gelişimi göz önüne alındığında bütün kırılma noktalarının önemli sosyal ve ekonomik krizlere denk geldiği görülmektedir. COVID-19 pandemisi, bütün dünyayı etkisi altına alan küresel bir kriz haline gelmiştir. Bu krizin etkileri, sağlık problemi olmanın çok ötesine geçerek kişilerin sosyal ve ekonomik hayatını tehdit etmektedir. Krizin bugüne kadar neden olduğu ekonomik ve sosyal sonuçların, insanların yaşamında derin ve kalıcı değişikliklere yol açacağını öngörmek mümkündür. Bu değişiklikler nedeniyle 1970'li yılların sonundan itibaren devletin, sosyal ve ekonomik konulara müdahale etmesini sınırlayan ideolojik yaklaşımların gerileyeceği tahmin edilmektedir.
This article discusses how the COVID-19 epidemic will impact the future of social policies. In order to understand the potential changes that the crisis will lead to the welfare services, the early outcomes of the pandemic on social life and social order, which occurred until March 2020, were evaluated. Social policy is the pursuit of a peaceful middle way against inequalities that arise in society. But economic and social crises make this effort difficult by deepening these inequalities that exist in society. Given the historical development of social policy, it seems that all the breakdowns are equal to major social and economic crises. The COVID-19 pandemic has become a global crisis that affects the entire world. The effects of this crisis are far beyond being a health problem, threatening people’s social and economic lives. It is possible to predict that the economic and social consequences caused by the crisis so far will lead to profound and lasting changes in people’s lives. Due to these changes, it is predicted that from the late 1970s the ideological approaches that restrict the state’s interference in social and economic issues will decline.
