Araştırma kapsamında on birinci kalkınma planında kalkınma ana başlığı olarak yer verilmesi düşünülen politikalardan hangilerinin Türkiye için öncelik taşıdığının ve bu ana başlıkların altında öncelikle izlenmesi gereken kalkınma politikalarının neler olduğunun ortaya konulması amaçlanmıştır. Bu amaçla on birinci kalkınma planı il yerel paydaşı toplantılarına Kayseri, Sivas ve Yozgat illerinde Şubat 2018 döneminde katılan genel katılımcılardan, genç katılımcılardan ve kadın katılımcılardan Türkiye’nin kalkınmasında öncelikli gördükleri ilk beş ana başlığı ve bu başlıklar altında izlenmesi gereken politikalardan en önemli gördükleri iki tanesini işaretlemeleri istenmiştir. Araştırmada veri toplama aracı olarak T.C Kalkınma Bakanlığı tarafından oluşturulan on birinci kalkınma planı vatandaş anket formu kullanılmıştır. Elde edilen verilerin frekans dağılımları çapraz tablo yardımıyla ve ki-kare bağımsızlık testi kullanılarak analiz edilmiştir. İllere göre ve katılımcı kategorilerine göre yapılan analizler sonucunda öncelikli görülen kalkınma politikaları olarak eğitim, tarım ve kırsal kalkınma ile demokrasi, adalet ve güvenlik politikalarının ön plana çıktığı tespit edilmiştir. Bu üç kalkınma ana başlığına ilave olarak Kayseri ilinde enerji, Sivas ilinde teknolojiye dayalı yenilikçi ve rekabetçi üretim, Yozgat ilinde ise istihdam politikaları öncelikli görülen kalkınma politikaları olarak ön plana çıkmaktadır. On birinci kalkınma planında yer verilecek olan kalkınma politikalarının önem olarak önceliğinin belirlenmesinde araştırmanın bulgularının dikkate alınmasının önem arz ettiği düşünülmektedir.
In the framework of the research, it is intended to figure out which of the policies considered to be the main topic of development in the tenth development plan are the priority for Turkey and what the development policies should be followed first under these main topics. For this purpose, the tenth development plan has been asked to mark the first five main titles that they see priority in the development of Turkey and the two of the most important of the policies they see under these titles, from the general participants who participated in the period of February 2018 in the provinces of Kayseri, Sivas and Yozgat. The data collection tool in research is T. The 11th development plan created by the Ministry of Development has been used by the citizen survey form. The frequency distribution of the obtained data was analyzed with the help of cross-table and using the ki-core independence test. According to the initiatives and the results of the analysis based on the categories of participants, the development policies that are considered priority, education, agriculture and rural development and democracy, justice and security policies have been found to be in the forefront. In addition to the main headlines of these three developments, energy in the province of Kayseri, innovative and competitive production based on technology in the province of Sivas, and employment policies in the province of Yozgat come in the forefront as development policies that are considered priority. It is believed that the importance of the development policies that will be included in the tenth development plan is important to take into account the findings of the research in determining its priority.
This study aims to provide an overview of mainstream policies considered to be prioritized as goals for Turkey within the context of the eleventh development plan and proper development policies to be put into practice to achieve these goals. For this purpose, provincial local stakeholders meetings within the scope of the eleventh development plan were held in Kayseri, Sivas and Yozgat in February 2018, involving general, young and female participants who were asked to report the first five main topics they deem a priority for Turkey's development and select the two most important policies to be deployed under this title in a questionnaire. The eleventh development plan’s citizen questionnaire form prepared by T.C Ministry of Development was used as data collection tool in the survey. Frequency distributions of the obtained data were analyzed using cross tables and chi-square independence test. The analyzes performed according to the participants’ characteristics and provinces show that the most emphasized development policies were related to education, agriculture and rural development and democracy, justice and security policies. In addition to these three main points of development, energy, innovative and competitive production based on technology and employment are among the most important development priorities for Kayseri, Sivas, and Yozgat provinces respectively.
