Türkiye “Arap Baharı” döneminde oluşan güvenlik ihtiyaçları kapsamında, yurt içi ve yurt dışı güvenlik operasyonları yapmaktadır. Bu çalışmanın amacı, Türkiye’nin güvenlik operasyonlarının, mali yapısına etkisini incelemektir. Bu inceleme, güvenlik bütçelerinin, bütçe açığına kıyaslanmasıyla yapılmıştır. Çalışmada Arap Baharı’ndaki on yıllık dönem, öncesindeki on yıllık dönem ile kıyaslanmıştır. İlk olarak, güvenlik operasyonlarının mali kaynakları ve güvenlik bütçeleri yıl yıl belirlenmiştir. Güvenlik bütçelerinin, yıllara göre, genel bütçe içindeki payı ve gayri safi yurtiçi hasıla (GSYH) oranları, bütçe açıkları ile kıyaslanmıştır. Müteakiben, sağlık, eğitim, sosyal güvenlik bütçeleri, güvenlik bütçeleriyle birlikte incelenmiştir. Son olarak, güvenlik bütçeleri, yabancı devletlerin benzer rakamları ile kıyaslanmıştır. Yapılan inceleme sonunda, Arap Baharı’nda artan operasyonlara rağmen, güvenlik bütçesinin, bütçe içindeki payının ortalama % 12 ve GSYH oranın % 2,5 düzeylerinde ve yatay seyirli (sabit) olduğu, aynı dönemde eğitim, sağlık, sosyal güvenlik bütçelerinde belirgin artışlar olduğu görülmüştür. Yurt dışı kıyaslamaya göre, Türkiye’nin güvenlik bütçesi, Avrupa’dan fazla, Orta Doğu/Balkan ülkelerinden azdır. Sonuç olarak, Arap Baharı operasyonlarının bütçeye ilave bir külfet getirmediği sonucuna varılmıştır.
Turkey carries out domestic and international security operations during the "Arab Spring" era. The aim of the study is to examine the effects of Turkey's security operations on its financial structure. This research was made by comparing security budget with the budget deficit. In the study, the ten-year period in the Arab Spring has been compared with the previous ten-year period. First, the financial resources and the budget of security operations were analysed year by year. The share of security budget in the general budget and GDP ratios by years were compared with the budget deficits. Later, health, education, social security budgets were examined together with security budget. Despite the increased operations in the Arab Spring, it was determined that the share of the security budget in the budget was 12% on average and the GDP ratio was 2.5%, with a flat course (constant), and there were significant increases in the education, health and social security budgets in the same period. Comparing with other nations, Turkey's security budget is more than Europe and less than the Middle East and Balkan countries. it is concluded that the Arab Spring operations did not pose an additional burden on the budget.
