Osmanlı Devleti’nden günümüze intikal eden şer’iyye sicilleri sayesinde dönemin idari, sosyal ve ekonomik durumu hakkında bilgi sahibi olunabilmektedir. Merkezden gelen ferman, emir, hüküm, berat gibi belgelerin önemli bir kısmı da kadı tarafından sicillere kaydettirilmektedir. Merkez-taşra ilişkisinin Bursa ve Kite Kazaları örneği üzerinden ele alındığı bu makalede, H. 1012 / M. 1603-1604 tarihli A-155 numaraları Bursa şer’iyye sicili içerisindeki ferman ve beratlar üzerine bir inceleme yapılmıştır. Bahsi geçen şer’iyye sicili içerisinde merkezden Bursa ve Kite’ye gönderilen ferman ve beratlar değerlendirilmiştir. Bu suretle, merkez-Bursa arası ilişkinin hangi konular üzerinde yoğunlaştığı, merkezin Bursa’dan talepleri, Bursa’nın bu talepleri ne ölçüde karşılayabildiği tespit edilerek sınıflandırılmıştır. Merkez-Bursa arası bürokrasiye konu olan meseleler, geliş nedenlerine göre saray için istenilen malzemeler, askeri, ekonomik, sosyal meseleler ve beratlar olarak belirlenmiştir.
Through his records from the Ottoman State to today, he can be informed about the administrative, social and economic situation of the period. A significant part of the documents from the center, such as ferman, order, judgment, berat, are also recorded in the registers by the woman. In this article, where the central-taxra relationship is discussed through the example of Bursa and Kite Accidents, a review of the ferman and weeds in the registration of the A-155 numbers of H. 1012 / M. 1603-1604 to the Bursa sher was carried out. In the record of the mentioned sher, the ferman and berates sent from the center to Bursa and Kite were assessed. In this way, the topics on which the relationship between the central and the stock exchange is focused, the demands of the center from the Bursa are classified by determining how much the Bursa can meet these demands. The matters of the Central-Bursa bureaucracy have been determined as the materials required for the palace, military, economic, social matters, and weapons according to the reasons of arrival.
Thanks to the şer'iyye registers which have been transferred from the Ottoman Empire to the present day, the administrative, social and economic status of the period can be learned. An important part of the documents such as ferman, orders, judgments and berat from the center are registered in the registry. In this article, which deals with the central-provincial relationship of Bursa and Kite Kazas, an investigation was made on the ferman and berat H. 1012 / M. 1603-1604 dated and numbers in A-155 numbers Bursa şer’iyye registry. The ferman and berat sent to Bursa and Kite from the center were examined. In this way, the issues on which the relationship between the center with Bursa and Kite were concentrated, the demands of the center from Bursa and Kite were determined by determining the extent to which Bursa and Kite Kazas fulfilled these demands. The issues related to the bureaucracy between the center with Bursa and Kite was determined as the materials required for the palace, military, economic, social issues and berat.
