Kent konseylerinin bilgi ve deneyim paylaşımını sağlamak, ortak sorunlara ortak çözümler bulmak ve işbirliği yapmak amacıyla oluşturdukları iki tane ulusal örgütlenme mevcuttur. Bunlardan bir tanesi “Türkiye Kent Konseyleri Birliği” bir diğeri ise “Türkiye Kent Konseyleri Platformu”dur. Platformun, yerel düzeyde temsiliyeti ve katılımı artırmak, çevre bilincini geliştirmek gibi amaçlarının yanında bir de “yerelden genele uzanan çalışmalara katkı vermek” gibi bir hedefi bulunmaktadır. Bu çerçevede çalışmada Türkiye Kent Konseyleri Platformu üyelerinin yerel ve ulusal düzeyde katılım konusundaki düşünce ve algıları araştırılmıştır. Çalışmada nicel araştırma yöntemi kapsamında betimsel metot ve veri toplama aracı olarak anket yöntemi kullanılmıştır. Araştırma ile kent konseylerinin yerel düzeyde ve Türkiye Kent Konseyleri Platformu’nun da ulusal düzeyde önemli katılım araçları olduğu ancak bu araçlar ile yerel ve ulusal düzeyde etkin bir katılım gerçekleşemediği sonucuna ulaşılmıştır.
There are two national organizations established by city councils to share knowledge and experience, to find common solutions to common problems and to cooperate. One of these organizations is "Union of City Councils of Turkey" and the other is "City Councils Platform of Turkey". The objectives of the platform are to increase representation and participation at the local level, to improve environmental awareness and to contribute to the activities ranging from local to general. In this context, in the study the opinions and perceptions of the platform members about participation at local and national level were investigated. In this study, descriptive method was used within the scope of quantitative research method and questionnaire method was applied as data collection tool. The results of the research showed that the councils and the platform are important instruments of participation. However, with these tools, effective participation at local and national levels cannot be realized.
