Vakıf Nedir? Vakıf, toplumun veya insanlığın menfaati İçin şahsî servetin mülkiyetinden, sahipliğinden ve tasarruf hakkından tamamen ve ebediyen vazgeçmedir. Başka bir ifade ile, vakıf şahsî mal ve mülkün, Allah'ın rızasını ve toplumun duasını almak maksadıyla, hiçbir menfaat beklemeden toplum yararına gönüllü olarak kamulaştırılmasıdır. Bu tariflerden de anlaşılacağı üzere vakfın iki hedefi vardır: Birincisi toplumun maddî ve dünyevî ihtiyaçlarını gidermek, ikincisi ise ferdin manevî ve uhrevî saadetini temin etmektir. O halde, vakfın konusu, sosyal bir varlık olan insan ve toplumdur. Dolayısıyla vakıf müessesesi her yönüyle ve haliyle sosyal bir müessesedir. Böyle olunca da, vakıf müessesesi insanî, içtimaî ve nihayet millî boyutlara sahip bir müessese olarak karşımıza çıkmaktadır. Vakıf, insanî ve içtimaî bir müessesedir, çünkü vereceği hizmet her ferde ve her topluma, kısaca insanlığa dönüktür. Dinî bir müessesedir, çünkü ilhamını ve mânâsını, islâm dîninden almaktadır. Millî bir müessesedir, çünkü millî bir gelenek olarak Orta Asya'dan Rumeli'ye kadar Türklerle birlikte varlığını sürdürmüştür. Bu fikirlerden hareketle diyebiliriz ki, vakıf müessesesine İslâmiyet ruh, Türklük şekil verirken, yaptığj-ğötürdüğü hizmetler ise ona evrensellik-sosyallik boyutu kazandırmıştır.
What is the Foundation? For the benefit of society or of mankind, the foundation is the full and eternal renunciation of the property, possession and right to savings of personal wealth. In other words, the foundation is the personal property and property, in order to obtain God's pleasure and the prayer of the community, voluntarily personified to the benefit of the community without expecting any interest. The foundation has two objectives: the first is to address the material and worldly needs of society, and the second is to ensure the spiritual and sacrificed satisfaction of the people. Thus, the subject of the foundation is man and society which is a social being. So the foundation agency is a social agency in every way and in every way. When this happens, the foundation agency comes to us as a human, intrinsic and ultimately national dimension agency. The foundation is a human and intrinsic institution, because the service it will provide is to every kind and to every society, shortly to mankind. It is a religious institution, because it takes its inspiration and minds from the Islamic religion. It is a national institution, because it has continued to exist with the Turks from Central Asia to Rumeli as a national tradition. From these ideas we can say with action that the foundation has given the Islamic spirit, the Turkish shape, and the services it does have given it the universality-sociality dimension.
