Öğretim programlarının geliştirilmesinde ve değerlendirilmesinde öğretim etkinliklerinin uygulayıcısı olan öğretmenlerin programa yönelik görüşleri önemli bir rol oynamaktadır. Öğretmenler, uygulamış oldukları öğretim programlarının etkililiğine ilişkin karşılaşmış oldukları sorunlara ve gözlemlerine dayalı olarak değerlendirmeler yapabilmektedir. Bu değerlendirmeler, öğretim programların yararlarının ve sınırlılıklarının gözden geçirilerek güncellenmesine katkı sağlamaktadır. Bu nedenle bu araştırmada da üçüncü sınıf Fen Bilimleri Dersi Öğretim Programı’nın değerlendirilmesine ilişkin öğretmenlerinin görüşlerinin belirlenmesi amaçlanmıştır. Çalışmaya MEB bünyesinde görev yapan 200 sınıf öğretmeni katılmıştır. Araştırma verileri bağlam-girdi-süreç-ürün (CIPP) modeline dayalı olarak hazırlanmış olan likert tipi maddelerden oluşan bir anket yoluyla elde edilmiştir. Verilerin analizinde her bir anket maddesi için frekans ve yüzde değerleri hesaplanmıştır. Analizler sonucunda, öğretmenlerin genel olarak üçüncü sınıf fen bilimleri dersi öğretim programına ilişkin olumlu değerlendirmeler yaptıkları belirlenmiştir. Bununla birlikte öğretmenler öğretim programının sınırlılıklarına ilişkin olarak okullarda programın başarılı bir şekilde uygulanması için yeterli laboratuarın olmadığını ve bu durumun öğrencilerin fen başarısını olumsuz yönde etkileyebileceğini ifade etmiştir.
In the development and evaluation of the teaching programs, the views of teachers who are the practitioners of the teaching activities to the program play an important role. Teachers can make assessments based on the problems and observations they encounter about the effectiveness of the teaching programs they have applied. These assessments contribute to the update by reviewing the benefits and limitations of the teaching programs. Therefore, this study also aims to determine the opinions of teachers on the assessment of the third-class Science Course Teaching Program. There were 200 teachers who worked in the MEB. The research data was obtained through a survey consisting of liquid-type substances prepared on the basis of the context-going-process-product (CIPP) model. In the analysis of the data, the frequency and percentage values for each survey item are calculated. The results of the analysis found that teachers generally made positive reviews of the third-class science course curriculum. However, the teachers stated that there was not enough laboratories in schools to successfully implement the program as regards the limitations of the teaching program and that this situation could negatively affect the success of students in science.
