Ülkelerin kendi bünyesindeki organizasyonların girişimcilik faaliyetleri konusunda bilgisi olması ve girişimcilik faaliyetlerini analiz yapması kapsamında girişimcilik değişkenlerinden hangilerine önem verildiğinin ve verilmesi gerektiğini tespit edilmesi ile ülkelerin diğer ülkelere kıyasla farklılaşmalarına, yenilik ve rekabet üstünlüğü sağlamalarına ve buna bağlı olarak diğer sosyal gelişimleri oluşturabilmelerini sağlayabilmektedir. Bu anlamda araştırmanın amacı, Şanghay İşbirliği Örgütü’ne üye ülkelere göre 2019 yılı için CRITIC, ENTROPİ ve SWARA teknikleri ile Küresel Girişimcilik Endeks değerlerini belirleyen 12 bileşenin önemlilik derecelerini ve bunların sıralamasını bütünleşik olarak tespit etmektir. Bulgular kapsamında CRITIC, ENTROPİ ile tespit edilen girişimcilik bileşenlerinin önemlilik dereceleri ve bu derecelerin sıralamasının bütünleşik analizini yapan SWARA yöntemine göre söz konusu ülkeler tarafından önemsenen ilk 3 bileşen risk alma (GTAD3), fırsat girişimi (GYAD1) ve ürün yenilikçiliği (GAAD1) olarak sıralanmıştır. Bunun yanında yine bulgulara göre 14 girişimcilik bileşenin oluşturduğu alt dizinler (faktörler) kapsamında girişimsel yetenekler alt dizininin önemlilik derecesi, girişimsel tutumlar ve amaçlar alt dizinlerine ait önemlilik derecelerinden fazla olduğu tespit edilmiştir. Bu kapsamda Şanghay İşbirliği Örgütü’ne üye ülkelere göre genel anlamda girişimcilik yeteneğini, girişimcilik tutumlarından ve amaçlarından daha fazla önemsediği sonucuna varılmıştır.
The knowledge of the organizations within the country about the entrepreneurial activities and the analysis of the entrepreneurial activities in the framework of the determination of which of the entrepreneurial variables are paid attention and should be given, and the possibility of the countries to differentiate from other countries, to provide innovation and competitive superiority, and therefore to create other social developments. In this sense, the purpose of the research is to integrally identify the importance degrees and their classification of the 12 components that determine the values of the CRITIC, ENTROPI and SWARA techniques and the Global Entrepreneurship Index for 2019 according to the Member States of the Shanghai Cooperation Organization. In the framework of the findings, CRITIC is ranked as the first three components of risk taking (GTAD3), opportunity initiation (GYAD1) and product innovation (GAAD1) according to the SWARA method that integrates the importance of enterprise components identified by ENTROPI and the ranking of these degrees. Furthermore, according to the findings, 14 entrepreneurial components are found to be under-diagram (factors) under the under-diagram’s degree of importance, entrepreneurial attitudes and objectives are more than the under-diagram’s degree of importance. In this context, the Shanghai Cooperation Organization has concluded that it has greater importance to its entrepreneurial capacity, entrepreneurial attitudes and goals in general compared to its member countries.
Countries with its own on-site information about the activities of the organization to have entrepreneurial and entrepreneurial activity and entrepreneurship in the context of the analysis of the variables to determine the importance that should be given compared to other states of the country to be identified with differentiation, innovation and social development to gain competitive advantage to create and the other can provide. In this sense, the aim of the study is to integrate the importance ratings and rankings of the 12 components that determine the Global Entrepreneurship Index values with CRITIC, ENTROPY and SWARA techniques for 2019 according to the member states of the Shanghai Cooperation Organization. Within the scope of the findings, CRITIC ranked the top 3 components considered by the countries as risk taking (GTAD3), Opportunity Initiative (GYAD1) and product innovation (GAAD1) according to the SWARA method, which carried out the integrated analysis of the importance ratings of entrepreneurship components identified by entropy. Furthermore, according to the findings, the importance of the sub-directories of entrepreneurial abilities in the context of the sub-directories (factors) formed by the 14 entrepreneurial components was determined to be greater than the importance of the sub-directories of entrepreneurial attitudes and objectives. In this context, it is concluded that the Shanghai Cooperation Organization cares more about entrepreneurship ability in general than its member countries, its entrepreneurial attitudes and goals.
