İZMİR'DEKİ DEVLET ÜNİVERSİTELERİNİN WEB SİTELERİNİN ERİŞİLEBİLİRLİK AÇISINDAN DEĞERLENDİRİLMESİ

Abstract:

Bir internet sitesinin erişilebilirliği, web sitesinde sunulan içeriğin ve hizmetin engelli ve yaşlılar da dahil olmak üzere herkes tarafından kullanılabilir ve anlaşılabilir durumda olması anlamına gelmektedir. Türkiye de, 2008 yılında imzaladığı Birleşmiş Milletler (BM) Engelli Hakları Sözleşmesi ile eğitim hizmetlerine tüm engellilerin tam olarak erişiminin önemini kabul etmiştir. Bu bağlamda kamu hizmeti sunan üniversitelerin de bu konuda sorumlulukları vardır. T.C. Kalkınma Bakanlığı ve TÜBİTAK BİLGEM Yazılım Teknolojileri Araştırma Enstitüsü tarafından tamamlanan Kamu İnternet Siteleri Rehberi (KAMİS) Projesi ile kamu hizmeti veren kurumların internet sitelerinin erişilebilir olabilmesi için yapılması gerekenlerin anlatıldığı bir rehber hazırlamıştır. Bu rehberde TS EN ISO 9241-151 (İnsan-Sistem Etkileşiminin Ergonomisi Standartları), WCAG ve ISO/IEC 40500:2012 (Web İçeriği Kullanılabilirlik Standartları ve Kriteri) standartlarına uygun şekilde hazırlanmış bilgilendirici ve öğretici içerikler bulunmaktadır. Bu standartlara uyan web sitelerine Türk Standartları Enstitüsü Bilişim Teknolojileri Komisyonu tarafından Web Kullanıcı Arayüzü (TS EN ISO 9241-151) ve ISO/IEC 40500:2012 [Web Content Accessibility Guidelines (WCAG) 2.0] sertifikaları verilmektedir. Bu çalışmada amaç İzmirde bulunan devlet üniversitelerinin internet sitelerinin erişilebilirlik testleri ile analiz edilerek ilgili standartlara ne kadar uyulduğu ortaya konulmasıdır. Varsa eksikliklerin giderilmesi için yapılması gerekenler de sonuç ve öneriler kısmında anlatılacaktır.

Accessibility of a website means that the content and service provided on the website is accessible and understandable by everyone, including persons with disabilities and older persons. The United Nations Convention on the Rights of Disabled Persons (UN Convention on the Rights of Disabled Persons) was signed in 2008 and recognized the importance of full access to education services for all disabled persons. In this context, the universities that offer public services also have responsibilities in this regard. by T.C. The Ministry of Development and TÜBİTAK INFORMATION Software Technology Research Institute completed the Public Internet Sites Guide (KAMIS) project and a guide to what needs to be done in order to make the websites of public services accessible. This guide includes information and instructive content prepared in accordance with TS EN ISO 9241-151 (Human-System Interaction Ergonomic Standards), WCAG and ISO/IEC 40500:2012 (Web Content Availability Standards and Criteria) standards. The websites that comply with these standards are certified by the Turkish Standards Institute Information Technology Commission Web User Interface (TS EN ISO 9241-151) and ISO/IEC 40500:2012 [Web Content Accessibility Guidelines (WCAG) 2.0]. The aim of this study is to find out how much accessibility tests analyze the websites of the state universities located in İzmir and how much the relevant standards are met. If there is, what should be done to remove the shortcomings will also be explained in the results and suggestions section.

The accessibility of a website means that the content and service offered on the website are available and understandable to everyone, including the disabled and the elderly. Turkey also has recognized the importance of training services must be fully accessible to all disabled people, regarding to United Nations (UN) Disability Rights Agreement which signed in 2008. Based on this, universities that provide public services also have responsibilities in this regard. The Public Internet Sites Guide (KAMİS) Project, completed by the Ministry of Development of Turkey and TÜBİTAK BİLGEM Software Technologies Research Institute, has prepared a guide that explains what needs to be done to make the websites of public service institutions accessible. This guide contains informative and instructive content prepared in accordance with TS EN ISO 9241-151 (Ergonomics Standards of Human-System Interaction Standards), WCAG and ISO / IEC 40500: 2012 (Web Content Usability Standards and Criteria). Websites that comply with these standards are granted the Web User Interface (TS EN ISO 9241-151) and ISO / IEC 40500: 2012 [Web Content Accessibility Guidelines (WCAG) 2.0] certificates by the Turkish Standards Institute Information Technologies Commission. The aim of this study is to analyze the websites of state universities in İzmir with the accessibility tests and to determine how much the relevant standards are complied with. If necessary, what needs to be done to overcome the deficiencies will be explained in the results and suggestions section.
