Abstract:

Water one of the primary resources of human life; requires multidimensional thinking with its social, economic, legal and human effects. It is emphasized at the global level that in order for water to be sustainable with its multidimensional feature, the right strategies in water management need to be determined and a planning approach that will include cooperation and coordination of all stakeholders is needed. Fundamental issues related to water management such as making holistic plans that will ensure the sustainable management of water, establishing water quality, meeting changing water consumption demands, preventing water losses, and saving water bring new approaches in the management of water resources to the agenda. In this respect, one of the regulations that directs water management processes is the European Union Water Framework Directive. Directive; In order to obtain maximum economic and social benefit from water resources, it supports the basin-based integrated water management approach with an understanding that aims to ensure inter-institutional cooperation, participation and coordination in the protection and integrated management of water, soil and related resources in the basin where water resources are collected. In the determined framework, this study aims to examine the sustainable management of water resources in the context of the basic principles of the European Union Water Framework Directive. Within the scope of the study, a general framework for the basic principles, institutional requirements, and the main objectives adopted for water management for basin-based integrated water management brought by the EU Water Framework Directive is presented. The effect of the Directive on water management legislation and implementation processes in Turkey in the context of EU-Turkey relations is examined by using document analysis qualitative research methods over the Eastern Black Sea Basin.
