Günümüzdeki koruma anlayışı geçmiş yıllara göre çağdaş, yenilikçi ve amacına daha uygun bir yaklaşımdır. Koruma anlayışı dünyada ve ülkemizde artık anıtsal yapı ölçeğinden, çevresel ögeleri de kapsayan bütünsel bir koruma anlayışına evrilmiştir. Ne yazık ki yasalardaki eksiklikler, kamuoyunun hala koruma konusunda bilinçsiz olması, devlet kurumlarının yetersizliği gibi durumlardan dolayı, tarihi çevreler ve kültürel peyzajlar tam anlamı ile korunamamakta, tahribata uğramaya devam etmektedirler. Bu çalışmasının amacı kültürel peyzaj alanlarının içerisinde bulunan tarihi sokak dokusunun bir bütün olarak ele alınarak, bu alanların tahribatını önlemek amacıyla korunmasına ve yaşatılmasına yönelik kentsel tasarım önerileri geliştirmektir. Bu bağlamda kültürel peyzaj özelliklerine ve özgün yöresel mimari ögelere sahip olan İspir ilçesi araştırma alanı olarak seçilmiştir. Araştırmanın kuramsal temellerini tespit etmek amacıyla, kültürel peyzajlar, tarihi çevreler, Türk kent ve sokak dokusu konuları başta olmak üzere tarihi çevrelerde kentsel planlama konularında yapılan çalışmalar incelenmiştir. Araştırma yöntemi kapsamında etüt, veri toplama, analiz ve sentez çalışmaları yapılmıştır. İspir ilçesinin kentsel dokusu detaylı bir şekilde incelenmiş ve elde edilen veriler bilgisayar ortamına aktarılarak haritalar oluşturulmuştur. Araştırma sonucunda, kültürel peyzaj alanlarının koruma kullanma dengesi içerisinde korunmasına, onarılmasına, yaşatılmasına ve yönetilmesine yönelik politikaların oluşturulmasının, ayrıca yerel yönetimler, yerel halk ve ilgili meslek gruplarından oluşan bir komiteyle söz konusu alanların ve çevresinin bütünleşik bir şekilde planlanmasının gerekli olduğu görülmüştür.
Today’s concept of protection is a modern, innovative and more suitable approach compared to the past years. The concept of protection in the world and in our country has now evolved from the scale of the monumental structure to a comprehensive concept of protection that covers environmental objects. Unfortunately, the lack of law, the public’s still unconsciousness of protection, the lack of state institutions, historical environments and cultural landscapes are not fully protected and continues to be destroyed. The aim of this work is to develop urban design recommendations for the protection and maintenance of the historic street tissue within the cultural landscapes as a whole, in order to prevent the destruction of these areas. In this context, the Ispir district, which has cultural landscape characteristics and original local architectural objects, has been selected as the research area. In order to identify the theoretical foundations of the study, studies on urban planning in historical environments, including cultural landscapes, historical surroundings, Turkish city and street tissue subjects have been studied. In the framework of the research method, studies, data collection, analysis and synthesis studies have been carried out. The city textures of the Ispir district have been thoroughly studied and maps have been created by transferring the data obtained to the computer environment. The research found that it was necessary to establish policies for the conservation, repair, maintenance and management of cultural landscapes in a conservation balance and to integrate the areas and the environment with a committee consisting of local governments, local people and relevant professional groups.
Today's understanding of protection is contemporary, innovative, and more appropriate to its purpose than in previous years. The understanding of conservation has evolved from the monumental building scale to a holistic approach to conservation in the world and our country. Unfortunately, due to the shortcomings in the law, the unconsciousness of the public and the inadequacy of the state institutions, historical environments, and cultural landscapes cannot be fully protected and continue to be destroyed. This study aimed to examine the historical street texture within the cultural landscape areas as a whole; to develop urban design proposals for the conservation and maintenance of these areas to prevent destruction. In this context, İspir district, which has cultural landscape features and original regional architectural elements, has been chosen as the research area. To determine the theoretical foundations of the study, studies on cultural landscapes, historical environments, Turkish urban and street texture issues, especially urban planning in historical environments were examined. Data collection, analysis, and evaluation studies were conducted within the scope of the research method. In the findings section; the urban texture of İspir was examined in detail, the data were transferred to the computer, and maps were created. As a result of the research, it was seen that it is necessary to establish policies for the protection, repair, survival, and management of cultural landscape areas within the protection-usage balance, as well as the integrated planning of these areas and their environment with a committee consisting of local governments, local people and related professional groups.
