In world and our country, especially after the period of 1980, Neo-liberal movements started to be dominant again administrative, political and economic areas. Therefore, the traditional management approach abandoned and the adoption of new management approach have accelerated. Within the framework of this concept, which has been expressed to “New Public Management”, notion of “governance” has come to the forefront. Governance has based on transparency, accountability, participation, interoperability, propriety, effectiveness and efficiency and it has explain management approach based on the multi-actor and social partnership. Additionally, applications of “Local Agenda 21" that based on 1992’s and has been participatory action planning for sustainable development at the local level, has provided a significant contribution to governance works at local level. In this context, the units, that people will have a much more voice, began to be created within local government. One of the most important of these units are the City Councils. Purposes and tasks of the City Councils are complementary to tasks of municipalities and they are seen as institutions assumed that having important roles in enhancing public participation. But, it is clear that the City Councils do not have sufficient income resources in the current system to perform these responsibilities. In related study, starting from this idea, firs of all it was examined sources of revenue and the budget process of them and been demonstrated to tasks and potentials of City Councils. Then it was expressed current financial problems of City Councils and what to do can be done will be discussed (via the help of city council managers opinions).
