Понятие город-государство и возникновение государств на протяжении вот уже долгого времени являются объектами научных споров. Однако, единственное на чем сходятся все ученые, так это на том, что первые города-государства появились в Месопотамии. С этой точки зрения, историческая глубина городского феномена в Месопотамии по сей день является предметом споров, и до сих пор неясно, каковы цели формирования городов и что является движущей силой. Хотя до недавнего времени было принято считать, что вместе с началом сельскохозяйственной деятельности человек привязался к земле и стал основывать сельские поселения, которые стали ядром городов, однако, после обнаружения Гёбекли-Тепе концепция образования городов приобрела иной окрас. Так, появилась версия о том, что города могли быть религиозно ориентированы и строиться вокруг храмовых комплексов.
The concept of the city - state and the emergence of the state have long been a subject of debate in the science world. However, the only thing that is agreed here is that the first city-state formation occurred in Mesopotamia. From here, the historical depth of the Mesopotamia city phenomenon is still a matter of debate, as well as the purpose of the formation of cities and what is the driving force in the establishment of the city has not yet been clarified. Although this subject was considered to be connected to the soil and thus constituted the village settlements, which are the core of the cities, in parallel with the beginning of agricultural activities with little doubt until the last years, the idea of establishing the city concept has gained a different dimension especially after the discovery of Göbeklitepe. As a matter of fact, the new assumption is that the cities formed around the temples based on religion.
